1 1 Section 1. Section 321.34, Code 2001, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 23. CONGRESSIONAL DELEGATION SPECIAL
1 4 PLATES. An owner referred to in subsection 12 who is a member
1 5 of Iowa's congressional delegation may, upon written
1 6 application to the department and presentation of satisfactory
1 7 proof of membership in such delegation, order special
1 8 registration plates with a congressional delegation processed
1 9 emblem. The emblem shall be designed by the department and
1 10 shall signify that the owner is a member of Iowa's
1 11 congressional delegation. The application is subject to
1 12 approval by the department. The special plates shall be
1 13 issued at no charge and are subject to an annual registration
1 14 fee of fifteen dollars. The county treasurer shall validate
1 15 the special plates in the same manner as regular registration
1 16 plates are validated under this section.
1 17 Special registration plates issued under this subsection
1 18 shall be surrendered to the department or the appropriate
1 19 county treasurer upon the death of or discontinuance of
1 20 service in the United States senate or house of
1 21 representatives by the vehicle owner who was initially issued
1 22 the special plates under this subsection.
1 23 EXPLANATION
1 24 This bill authorizes the state department of transportation
1 25 to issue congressional delegation special registration plates
1 26 to persons who are members of Iowa's congressional delegation.
1 27 The plates shall display a congressional delegation processed
1 28 emblem, designed by the department, and shall be issued at no
1 29 charge, subject to an annual $15 registration fee. Such
1 30 plates shall be turned in to the department or the appropriate
1 31 county treasurer when a person who was issued the plates dies
1 32 or discontinues service in the United States senate or house
1 33 of representatives.
