PAG LIN 1 1 Section 1. Section 49.64, Code 2001, is amended to read as 1 2 follows: 1 3 49.64 NUMBER OF BALLOTS DELIVERED. 1 4 The commissioner shallcause ballots of the kind to be1 5voted in each precinct, to be delivereddeliver to the 1 6 precinct election officialsas follows: in general elections1 7which are presidential elections seventy-five ballots for1 8every fifty votes, or fraction thereof, cast in said precinct1 9at the last preceding general election which was also a1 10presidential election; and in general elections which are not1 11presidential elections, seventy-five ballots for every fifty1 12votes, or fraction thereof, cast therein at the last preceding1 13general election which was not a presidential electiona 1 14 sufficient number of ballots of each kind to be voted in the 1 15 precinct. In determining the number of ballots, the 1 16 commissioner shall take into consideration the number of 1 17 active and inactive registered voters in the precinct, the 1 18 number of people who voted in the precinct in previous similar 1 19 elections, the number of contested and uncontested races on 1 20 the ballot, public measures appearing on the ballot, and the 1 21 local political conditions that may affect participation in 1 22 the election. 1 23 EXPLANATION 1 24 This bill eliminates the mathematical formula for 1 25 calculating the number of ballots to be delivered to polling 1 26 places for primary and general elections and instead allows 1 27 the county commissioner of elections to make the decision 1 28 based upon voter registration figures, previous turnout, the 1 29 content of the ballot, and other local political conditions. 1 30 LSB 1878XS 79 1 31 sc/pj/5
