1 1 Section 1. Section 400.17, Code 2001, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A member of a bargaining unit
1 4 composed of fire department personnel of a city who is elected
1 5 or appointed as an officer of a chartered statewide
1 6 organization or local association composed of fire department
1 7 personnel shall be granted leave by the city to perform duties
1 8 required by the organization or association without loss of
1 9 pay or benefits, subject to the requirements of this
1 10 paragraph. The member shall not be required to make up work
1 11 hours for time spent performing duties required by the
1 12 organization or association. The member shall be required to
1 13 notify the city of the member's election or appointment as an
1 14 officer in such an organization or association and to arrange
1 15 for a time trade of work hours with another qualified fire
1 16 department member.
1 17 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 18 immediate importance, takes effect upon enactment.
1 19 EXPLANATION
1 20 This bill provides that a fire department member subject to
1 21 civil service shall be permitted to become an officer of a
1 22 chartered statewide organization or local association composed
1 23 of fire department personnel without loss of pay or benefits.
1 24 The bill requires the member to notify the city of the
1 25 member's election or appointment and to arrange with other
1 26 qualified fire department members to trade work hours to
1 27 permit the member to perform the duties of the member's
1 28 office. The bill prohibits a city from requiring the member
1 29 to make up work hours based on hours missed working for the
1 30 organization or association.
1 31 The bill takes effect upon enactment.
