1 1 Section 1. Section 455B.310, Code 2001, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 10. A county in which a privately
1 4 operated sanitary landfill accepts solid waste from outside of
1 5 the county may charge an additional tonnage fee for the
1 6 disposal of all solid waste at the sanitary landfill. The
1 7 additional fee charged and the moneys collected shall be used
1 8 exclusively by the county for the development and
1 9 implementation of alternatives to sanitary landfills, for the
1 10 costs incurred by the county to abate problems associated with
1 11 the operation of the sanitary landfill, or for inspections of
1 12 the sanitary landfill by the county.
1 13 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 14 immediate importance, takes effect upon enactment.
1 15 EXPLANATION
1 16 This bill provides that a county, in which a privately
1 17 operated sanitary landfill accepts solid waste from outside of
1 18 the county, may charge an additional tonnage fee for disposal
1 19 of all solid waste at the sanitary landfill. The moneys
1 20 collected shall be used for the development and implementation
1 21 of alternatives to sanitary landfills, for the abatement of
1 22 problems associated with the operation of the sanitary
1 23 landfill, or for inspections of the sanitary landfill by the
1 24 county.
1 25 The bill takes effect upon enactment.
