PAG LIN 1 1 Section 1. Section 256D.5, subsection 2, Code 2001, is 1 2 amended to read as follows: 1 3 2. There is appropriated from the general fund of the 1 4 state to the department of education for each fiscal year of 1 5 the fiscal period beginning July 1, 2001, and ending June 30, 1 6 2003, the sum ofthirtythirty-two million five hundred 1 7 thousand dollars for the school improvement technology block 1 8 grant program. 1 9 Sec. 2. NEW SECTION. 256D.8A TECHNOLOGY FOR STUDENTS OF 1 10 ACCREDITED NONPUBLIC SCHOOLS. 1 11 1. Technology adopted and purchased by a school district 1 12 as provided in this chapter may, and shall, to the extent 1 13 funds are appropriated by the general assembly and allocated 1 14 as provided in this chapter, be made available to students of 1 15 accredited nonpublic schools located within the boundaries of 1 16 the school district upon the written request of the 1 17 authorities in charge of the nonpublic school on behalf of the 1 18 school's students as provided in this section. 1 19 2. From the moneys appropriated in section 256D.5, 1 20 subsection 2, for each fiscal year in which moneys are 1 21 appropriated, the sum of two million five hundred thousand 1 22 dollars shall be allocated to school districts for the 1 23 purchase of technology for students of accredited nonpublic 1 24 schools as provided in this section, subject to the 1 25 restrictions of section 256D.8, subsection 1, and 1 26 notwithstanding section 256D.6, subsections 1 and 2. The 1 27 department of education shall ascertain a maximum annual 1 28 amount the school district shall be required to use for the 1 29 purchase of technology for students of participating 1 30 accredited nonpublic schools. The amount shall be in the 1 31 proportion that the basic enrollment of a participating 1 32 accredited nonpublic school bears to the sum of the basic 1 33 enrollments of all participating accredited nonpublic schools 1 34 in the state for the budget year. For each school year in 1 35 which the authorities in charge of an accredited nonpublic 2 1 school request technology on behalf of the school's students 2 2 as provided in this section, the participating accredited 2 3 nonpublic school shall certify its actual enrollment to the 2 4 department of education by October 1. By October 15, the 2 5 department shall notify the board of directors of each school 2 6 district of the maximum amount of its allocation that shall be 2 7 made available for purchasing technology for students of each 2 8 of the participating accredited nonpublic schools located 2 9 within the school district in accordance with this section. 2 10 The technology made available to students of accredited 2 11 nonpublic schools in accordance with this section shall be 2 12 comparable to the technology of the district of attendance. 2 13 For purposes of this section only, an accredited nonpublic 2 14 school's enrollment count shall include only students who are 2 15 residents of Iowa. 2 16 3. Prior to receiving technology for students under this 2 17 section, the authorities in charge of an accredited nonpublic 2 18 school shall adopt a technology plan that supports school 2 19 improvement technology efforts and includes an evaluation 2 20 component. The plan shall be developed by licensed 2 21 professional staff of the school, including both teachers and 2 22 administrators. The plan shall, at a minimum, focus on the 2 23 attainment of student achievement goals determined in 2 24 accordance with section 256.7, subsection 21, and shall 2 25 demonstrate how the school will utilize technology to improve 2 26 student achievement. Only one plan shall be required while 2 27 technology is received under this section. The technology 2 28 plan shall be kept on file in the school and a copy of the 2 29 plan, and any subsequent amendments to the plan, shall be sent 2 30 to the department of education. Progress made under the plan 2 31 shall be included as part of the annual comprehensive school 2 32 improvement plan submitted to the department of education in 2 33 compliance with section 256.7, subsection 21. 2 34 4. The provisions of section 256D.8, subsection 2, shall 2 35 not apply. 3 1 EXPLANATION 3 2 This bill permits school districts to use school 3 3 improvement technology block grant moneys to provide 3 4 accredited nonpublic school students with technology 3 5 comparable to that purchased for public school students. The 3 6 bill increases the block grant appropriation to $32.5 million 3 7 annually and requires that $2.5 million of the appropriation 3 8 be used to make technology available to accredited nonpublic 3 9 school students. 3 10 The bill directs the department of education to ascertain a 3 11 maximum annual amount a school district will be required to 3 12 use for the purchase of technology for students of 3 13 participating accredited nonpublic schools within its 3 14 boundaries. The amount shall be in the proportion that the 3 15 basic enrollment of a participating accredited nonpublic 3 16 school bears to the sum of the basic enrollments of all 3 17 participating accredited nonpublic schools in the state for 3 18 the budget year. Each year, the authorities in charge of a 3 19 participating accredited nonpublic school must certify its 3 20 actual enrollment to the department of education by October 1. 3 21 By October 15, the department notifies the board of directors 3 22 of each school district of the maximum amount of its 3 23 allocation that must be made available for purchasing 3 24 technology for students of each of the participating 3 25 accredited nonpublic schools located within the school 3 26 district. The technology made available to students of 3 27 accredited nonpublic schools shall be comparable to the 3 28 technology of the district of attendance. 3 29 Prior to receiving technology for students, the authorities 3 30 in charge of an accredited nonpublic school must adopt, and 3 31 file with the department of education, a technology plan that 3 32 supports school improvement technology efforts and includes an 3 33 evaluation component. The plan shall, at a minimum, focus on 3 34 the attainment of student achievement goals, determined under 3 35 the school's comprehensive school improvement plan, and 4 1 demonstrate how the school will utilize technology to improve 4 2 student achievement. 4 3 LSB 1291XS 79 4 4 kh/cf/24.4
