1 1 Section 1. Section 307.21, Code 2001, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 5A. When purchasing special diesel fuel,
1 4 purchase biodiesel fuel for use in the department's motor
1 5 vehicles that operate on diesel fuel, pursuant to the schedule
1 6 in this subsection. Beginning July 1, 2001, a minimum of
1 7 twenty-five percent of the purchases of diesel fuel made
1 8 annually shall be purchases of biodiesel fuel. This
1 9 percentage shall increase by twenty-five percent annually
1 10 until one hundred percent of the department's annual purchases
1 11 of diesel fuel are purchases of biodiesel fuel. A department
1 12 motor vehicle operating on biodiesel fuel shall be affixed
1 13 with a brightly visible sticker which notifies the traveling
1 14 public that the motor vehicle uses biodiesel fuel. For
1 15 purposes of this section, "biodiesel fuel" means soydiesel
1 16 fuel as defined in section 159A.2.
1 17 Sec. 2. 2000 Iowa Acts, chapter 1018, sections 2 and 3,
1 18 are repealed.
1 19 EXPLANATION
1 20 This bill directs the state department of transportation's
1 21 administrator of administrative services to purchase biodiesel
1 22 fuel for department motor vehicles that operate on diesel
1 23 fuel. Beginning July 1, 2001, at least 25 percent of the
1 24 department's annual diesel fuel purchases are to be biodiesel
1 25 fuel, and this percentage is to increase by 25 percent
1 26 annually until 100 percent of such purchases are biodiesel
1 27 fuel.
1 28 The bill requires department motor vehicles operating on
1 29 biodiesel fuel to be affixed with a sticker notifying the
1 30 traveling public that the vehicle uses biodiesel fuel. The
1 31 bill defines "biodiesel fuel", for purposes of the bill, as
1 32 "soydiesel fuel" as defined in Code section 159A.2.
1 33 The bill also strikes provisions enacted in 2000 that
1 34 direct the state department of transportation to conduct an
1 35 ongoing biodiesel fuel pilot project beginning September 1,
2 1 2000. The project was to be conducted at two of the
2 2 department's field garages for as long as the department had
2 3 sufficient funding for the project. The project was
2 4 contingent upon an appropriation to the department for fiscal
2 5 year 2000-2001 for the purchase of biodiesel fuel for the
2 6 project.
