1 2 BY COMMITTEE ON RULES AND ADMINISTRATION

1 4 A Concurrent Resolution urging Iowa's leaders to
1 5 gather input from Iowans for the purpose of
1 6 reporting to the General Assembly policy and
1 7 practice recommendations designed to improve the
1 8 state's climate for creation of high-paying, high-
1 9 technology, stable jobs.
1 10 WHEREAS, quality of life issues in Iowa include job
1 11 creation, job opportunities, entrepreneurship
1 12 opportunities, taxation and regulation, and the
1 13 general business climate; and
1 14 WHEREAS, retaining Iowa's youth in the state and
1 15 attracting persons to relocate to Iowa are critical to
1 16 the future of Iowa; and
1 17 WHEREAS, Iowa's small cities and rural areas have
1 18 not participated to a significant level in recent
1 19 economic growth; and
1 20 WHEREAS, it is the commitment of the General
1 21 Assembly to identify and remove obstacles to progress
1 22 and profitability for all companies and persons that
1 23 provide a vehicle for prosperity; NOW THEREFORE,
1 24 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 25 REPRESENTATIVES CONCURRING, That Iowa's leaders shall
1 26 gather additional input from Iowa businesses of all
1 27 sizes and geographic locations representing a mix of
1 28 fast-growing entrepreneurial companies and established
1 29 companies about the opportunities to improve the
1 30 state's competitiveness in each of the five economic
2 1 foundation areas of human resources, technologies,
2 2 financial capital, advanced physical infrastructure,
2 3 and regulation and taxation structures and to
2 4 facilitate strong relationships within and among
2 5 industry sectors and services providers; and
2 6 BE IT FURTHER RESOLVED, That Iowa's leaders
2 7 gathering the information described in this Resolution
2 8 shall submit to the General Assembly policy and
2 9 practice recommendations designed to improve the
2 10 state's climate for creation of high-paying, high-
2 11 technology, stable jobs.
