1 2 BY COMMITTEE ON AGRICULTURE
1 3 (SUCCESSOR TO SSB 1002)
1 4 A Concurrent Resolution requesting that the President
1 5 of the United States, the Chief of Engineers and
1 6 Commander of the United States Corps of Engineers,
1 7 and the United States Congress take action necessary
1 8 to provide a spring navigation target flow on the
1 9 Missouri River that is consistent with the needs of
1 10 landowners and the region's economy.
1 11 WHEREAS, the United States Army Corps of Engineers
1 12 controls the appropriate navigation target flow and
1 13 elevation of the Missouri River to carry out a number
1 14 of purposes, including river traffic, irrigation,
1 15 wildlife habitat, and flood protection; and
1 16 WHEREAS, the United States Army Corps of Engineers
1 17 is considering modifying its water control plan in
1 18 order to release substantially more water in the
1 19 spring and substantially less water in the summer,
1 20 including at location points at Sioux City, Omaha,
1 21 Nebraska City, and Kansas City; and
1 22 WHEREAS, reservoirs are expected to have capacity
1 23 sufficient to maintain a constant rate of flow; and
1 24 WHEREAS, persons have relied upon the Corps' water
1 25 control plan, and the river's stable elevation rate
1 26 for agricultural, industrial, commercial, and
1 27 residential purposes that constitute a vital part of
1 28 the region's economy and the livelihood and security
1 29 of its residents; and
1 30 WHEREAS, the river's constant rate of flow is
2 1 important to maintain a navigable waterway essential
2 2 for commercial traffic and the viability of the
2 3 economy for the western and eastern counties bordering
2 4 the Missouri and Mississippi rivers; NOW THEREFORE,
2 5 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 6 REPRESENTATIVES CONCURRING, That the United States
2 7 Army Corps of Engineers establish a full-service
2 8 navigation target that preserves a stable elevation
2 9 and rate of flow consistent with the Corps'
2 10 established water control plan, which preserves land
2 11 from excessive flooding which would otherwise damage
2 12 the economy of the region and the lives of its
2 13 residents, and that maintains a vital navigable
2 14 waterway essential for commercial traffic; and
2 15 BE IT FURTHER RESOLVED, That a copy of this
2 16 Resolution be sent by the Secretary of the Senate to
2 17 the President of the United States; the Chief of
2 18 Engineers and Commander of the United States Corps of
2 19 Engineers; the President of the Senate of the United
2 20 States; the Speaker of the House of Representatives of
2 21 the United States; the Chairperson of the United
2 22 States Senate Committee on Agriculture, Nutrition, and
2 23 Forestry; the Chairperson of the United States House
2 24 of Representatives Committee on Agriculture; and
2 25 members of Iowa's congressional delegation.
