  1  1    Amend House File 2515, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 5, by inserting after line 13 the
  1  4 following:
  1  5    "Sec.    .  Section 279.59, Code Supplement 2001,
  1  6 is amended to read as follows:
  1  7    279.59  ACCESS BY ASSOCIATIONS.
  1  8    The board of directors of a school district shall
  1  9 provide not-for-profit, professional education
  1 10 associations that offer membership to teachers or
  1 11 administrators equal access to teacher or
  1 12 administrator mailboxes for distribution of
  1 13 professional literature.  Notwithstanding section
  1 14 20.9, a school district may collect voluntary
  1 15 membership fees for such an association through
  1 16 payroll deduction upon the member's written
  1 17 authorization and the member may terminate the payroll
  1 18 deduction authorization at any time by giving thirty
  1 19 days' written notice."
  1 20    #2.  Title page, line 2, by inserting after the
  1 21 word "education" the following:  "and school boards".
