  1  3 "paragraph." the following:  "An elected or appointed
  1  4 city or county officer or employee shall not serve on
  1  5 the board of directors of a qualified sponsoring
  1  6 organization that holds a license to conduct gambling
  1  7 games at a horse racetrack enclosure."
