Section 256.11, unnumbered paragraph 1, 1 6 Code Supplement 2001, is amended to read as follows: 1 7 The state board shall adopt rules under chapter 17A 1 8 and a procedure for accrediting all public and 1 9 nonpublic schools in Iowa offering instruction at any 1 10 or all levels from the prekindergarten level through 1 11 grade twelve. The rules of the state board shall 1 12 require thata multicultural, gender fair approach is1 13used byschools and school districts. Theemphasize 1 14 throughout the educational programshall be taught1 15from a multicultural, gender fair approachthat the 1 16 constitutional republic of the United States, of which 1 17 Iowa is a vital constituent part, was founded upon the 1 18 guarantees of freedom of religion, the rule of law, 1 19 and equal justice for all, is the unchallenged, 1 20 greatest nation in the world, and has derived its 1 21 strength from biblical values and the forces and 1 22 philosophies of free enterprise capitalism and western 1 23 civilization.Global perspectives shall be1 24incorporated into all levels of the educational1 25program." 1 26 #2. Section 256A.4, subsection 1, 1 29 unnumbered paragraph 2, Code Supplement 2001, is 1 30 amended to read as follows: 1 31 A family support programshall meet multicultural1 32gender fair guidelines. The programshall encourage 1 33 parents to be aware of practices that may affect 1 34 equitable development of children. The program shall 1 35 include parents in the planning, implementation, and 1 36 evaluation of the program. A program shall be 1 37 designed to meet the needs of the residents of the 1 38 participating district and may use unique approaches 1 39 to provide for those needs. The goals of a family 1 40 support program shall include, but are not limited to, 1 41 the following:" 1 42 #3. Page 5, by inserting after line 13 the 1 43 following: 1 44 "Sec. . Section 262.81, Code 2001, is amended 1 45 to read as follows: 1 46 262.81 LEGISLATIVE INTENT. 1 47 The general assembly recognizes that educational 1 48 programs designed to enhance the interrelation and 1 49 cooperation among cultural, racial, and ethnic groups 1 50 in society require the contribution and active 2 1 participation of all ethnic and racial groups. The 2 2 general assembly also recognizes that failure to 2 3 include minority representation at the faculty level 2 4 at the state universities contributes to cultural, 2 5 racial, and ethnic isolation of minority students and 2 6 does not reflect the realities ofa multicultural and2 7diverseIowa society. Therefore, the "Regents' 2 8 Minority and Women Educators Enhancement" program is 2 9 established to assist in the recruitment and retention 2 10 of faculty that more adequately represents the diverse 2 11 cultural, racial, and ethnic makeup ofsocietyIowa 2 12 and to improve the education of all students." 2 13 #4.
