  1  7 "counts," the following:  "options for detention of
  1  8 prisoners with mental illness or substance abuse
  1  9 service needs,"
  1 10    #3.  Page 1, by striking lines 27 through 34.
  1 11    #4.  Title page, by striking lines 3 and 4 and
  1 12 inserting the following:  "and providing an effective
