1 1 Amend the amendment, S-3613, to House File 742, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. Page 3, by inserting after line 33, the
1 5 following:
1 6 "e. For consideration for an option to purchase
1 7 all or a portion of the following properties,
1 8 notwithstanding section 8.57, subsection 5, paragraph
1 9 "c": a 2.4-acre parcel located at the northwest
1 10 corner of Pennsylvania avenue and Des Moines street,
1 11 including a 26,319-square foot one-story masonry
1 12 structure; a 0.17-acre site located at 1022 Des Moines
1 13 street; a 2.2-acre site on the city block bounded by
1 14 East Eleventh, East Twelfth, Des Moines, and Lyon
1 15 streets, including an 11,058-square foot building; and
1 16 a 7.5-acre parcel consisting of two contiguous city
1 17 blocks bounded by East Twelfth, East Fourteenth, Des
1 18 Moines, and Lyon streets, including five buildings:
1 19 .................................................. $ 500,000
1 20 The consideration for the option to purchase shall
1 21 be applied to the contract purchase price in the event
1 22 the option to purchase any or all of the properties
1 23 described in this paragraph "e" is exercised. The
1 24 option to purchase shall be for a period of at least
1 25 one year beginning on or after July 1, 2001, and shall
1 26 be exercised only after a specific appropriation by
1 27 the general assembly for the purchase of all or a
1 28 portion of the properties described in this paragraph
1 29 "e".
1 30 f. For an appraisal, environmental assessment, and
1 31 feasibility study of the properties described in
1 32 paragraph "e":

1 34 #2. Page 7, by inserting after line 37, the
1 35 following:
1 36 "Sec. 701. There is appropriated from the tax-
1 37 exempt bond proceeds restricted capital funds account
1 38 of the tobacco settlement trust fund to the department
1 39 of general services for the following fiscal years,
1 40 the following amounts, or so much thereof as is
1 41 necessary, to be used for the purposes designated:
1 42 For the planning, design, and construction of a
1 43 multipurpose laboratory facility:
1 44 FY 2001-2002...................................... $ 16,670,000
1 45 FY 2002-2003...................................... $ 16,670,000
1 46 FY 2003-2004...................................... $ 16,660,000
1 47 The department is authorized to enter into
1 48 contracts for the full cost of the project for which
1 49 appropriations are made in this section. The state
1 50 shall not be obligated for costs associated with
2 1 contracts identified in this paragraph in excess of
2 2 the funds appropriated by the general assembly.
2 3 Payment of moneys from the appropriations in this
2 4 section shall be made in a manner that does not
2 5 adversely affect the tax-exempt status of any
2 6 outstanding bonds issued by the tobacco settlement
2 7 authority."
2 8 #3. Page 7, line 39, by striking the word and
2 9 figure "section 505" and inserting the following:

2 11 #4. Page 7, line 49, by striking the word and
