  1  1    Amend House File 755, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 13, by inserting after line 21, the
  1  4 following:
  1  5    "Sec.    .  Section 301.1, unnumbered paragraph 2,
  1  6 Code 2001, is amended by striking the unnumbered
  1  7 paragraph and inserting in lieu thereof the following:
  1  8    Textbooks adopted and purchased by a school
  1  9 district shall, to the extent funds are appropriated
  1 10 by the general assembly, be made available to pupils
  1 11 attending accredited nonpublic schools.  The
  1 12 department of education shall ascertain a maximum
  1 13 annual amount a school district shall be required to
  1 14 use for the purchase of textbooks for accredited
  1 15 nonpublic schools.  The amount shall be in the
  1 16 proportion that the basic enrollment of an accredited
  1 17 nonpublic school bears to the sum of the basic
  1 18 enrollments of all participating accredited nonpublic
  1 19 schools in the state for the budget year.  An
  1 20 accredited nonpublic school shall certify its actual
  1 21 enrollment to the department of education by October
  1 22 1, annually.  By October 15, annually, the department
  1 23 of education shall notify the board of directors of
  1 24 each school district of the maximum amount of its
  1 25 allocation that shall be made available for purchasing
  1 26 nonsectarian, nonreligious textbooks for each of the
  1 27 accredited nonpublic schools located within the school
  1 28 district in accordance with this paragraph.  For
  1 29 purposes of this paragraph, an accredited nonpublic
  1 30 school's enrollment count shall include only students
  1 31 who are residents of Iowa.  The costs of providing
  1 32 textbooks to accredited nonpublic schools as provided
  1 33 in this paragraph shall not be included in the
  1 34 computation of district cost under chapter 257, but
  1 35 shall be shown in the budget as an expense from
  1 36 miscellaneous income.  Textbook expenditures made in
  1 37 accordance with this paragraph shall be kept on file
  1 38 in the school district.  As used in this paragraph,
  1 39 "textbooks" means books and loose-leaf or bound
  1 40 manuals, systems of reusable instructional materials
  1 41 or combinations of books and supplementary
  1 42 instructional materials which convey information to
  1 43 the student or otherwise contribute to the learning
  1 44 process, or electronic textbooks, including but not
  1 45 limited to computer software, applications using
  1 46 computer-assisted instruction, interactive videodisc,
  1 47 and other computer courseware and magnetic media."
  1 48    #2.  Page 16, by inserting after line 11, the
  1 49 following:
  1 50    "Sec.    .  Section 301.30, Code 2001, is
  2  1 repealed."
