STATE EMPLOYEE BENEFIT PROGRAMS 1 6 ADMINISTRATIVE COSTS. 1 7 1. For the fiscal year beginning July 1, 2001, and 1 8 ending June 30, 2002, the department of personnel 1 9 shall include a monthly administration charge of $2.00 1 10 per contract on all health insurance plans 1 11 administered by the department. This is an 1 12 administration fee attributable only to the employer 1 13 share for those employees who are eligible for the 1 14 state share of insurance. If the contract holder is 1 15 without a state employer to pay the fee, the contract 1 16 holder shall not be assessed the fee of $2.00 per 1 17 month. 1 18 2. For the fiscal year beginning July 1, 2001, and 1 19 ending June 30, 2002, the state board of regents, all 1 20 regional libraries, the state fair board, the 1 21 department of transportation, and the eight judicial 1 22 district departments of correctional services shall 1 23 report and remit the administration charge on a 1 24 monthly basis to the department of revenue and 1 25 finance. The report shall contain the number and type 1 26 of health insurance contracts held by each of its 1 27 employees whose health insurance is administered by 1 28 the department of personnel. 1 29 3. A health insurance administration fund is 1 30 created in the state treasury. The proceeds of the 1 31 monthly administration charge shall be remitted to the 1 32 health insurance administration fund. The department 1 33 of revenue and finance shall collect from each 1 34 department on centralized payroll the administration 1 35 charge each month and shall remit the amount to the 1 36 health insurance administration fund. The department 1 37 of personnel may expend no more than $600,000 from the 1 38 health insurance administration fund for the fiscal 1 39 year beginning July 1, 2001, and ending June 30, 2002. 1 40 Any unencumbered or unobligated balance in the health 1 41 insurance administration fund at the end of the fiscal 1 42 year shall be transferred to the health insurance 1 43 surplus fund. 1 44 Sec. . Section 80.8, unnumbered paragraphs 2 1 45 and 3, Code 2001, are amended to read as follows: 1 46 The commissioner may delegate to themembers of the1 47Iowa state patrolpeace officers of the department 1 48 such additional duties in the enforcement of this 1 49 chapter as the commissioner may deem proper and 1 50 incidental to the duties now imposed upon them by law. 2 1 The salaries of all members and employees of the 2 2 department and the expenses of the department shall be 2 3 provided for by the legislative appropriation 2 4 therefor. The compensation ofthe members of the Iowa2 5state patrolpeace officers of the department shall be 2 6 fixed according to grades as to rank and length of 2 7 service by the commissioner with the approval of the 2 8 governor. Themembers of the Iowa state patrolpeace 2 9 officers shall be paid additional compensation in 2 10 accordance with the following formula: Whenmembers2 11of the Iowa state patrolpeace officers have served 2 12 for a period of five years their compensation then 2 13 being paid shall be increased by the sum of twenty- 2 14 five dollars per month beginning with the month 2 15 succeeding the foregoing described five-year period; 2 16 whenmembers thereofpeace officers have served for a 2 17 period of ten years their compensation then being paid 2 18 shall be increased by the sum of twenty-five dollars 2 19 per month beginning with the month succeeding the 2 20 foregoing described ten-year period, such sums being 2 21 in addition to the increase provided herein to be paid 2 22 after five years of service; whenmembers thereof2 23 peace officers have served for a period of fifteen 2 24 years their compensation then being paid shall be 2 25 increased by the sum of twenty-five dollars per month 2 26 beginning with the month succeeding the foregoing 2 27 described fifteen-year period, such sums being in 2 28 addition to the increases previously provided for 2 29 herein; whenmembers thereofpeace officers have 2 30 served for a period of twenty years their compensation 2 31 then being paid shall be increased by the sum of 2 32 twenty-five dollars per month beginning with the month 2 33 succeeding the foregoing described twenty-year period, 2 34 such sums being in addition to the increases 2 35 previously provided for herein. While on active duty 2 36 eachmemberpeace officer shall also receive a flat 2 37 daily sum as fixed by the commissioner with the 2 38 approval of the governor for mealswhile away from the2 39office to which the member has been assigned and2 40within the member's district." 2 41 #2.
