  1  1    Amend House File 742, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 3, by inserting before line 24, the
  1  4 following:
  1  5    "Sec.    .  There is appropriated from the rebuild
  1  6 Iowa infrastructure fund to the department of economic
  1  7 development for the fiscal year beginning July 1,
  1  8 2001, and ending June 30, 2002, the following amount,
  1  9 or so much thereof as is necessary, to be used for the
  1 10 purpose designated:
  1 11    1.  To be deposited in the physical infrastructure
  1 12 assistance fund created in section 15E.175:  
  1 13 .................................................. $  2,000,000
  1 14    The department shall report to the general assembly
  1 15 by June 30 of the fiscal year for which funds are
  1 16 appropriated in this subsection regarding the amount
  1 17 of such funds used for "vertical infrastructure"
  1 18 projects and the amount of such funds used for
  1 19 projects which result in the creation of "vertical
  1 20 infrastructure".
  1 21    2.  To provide financial assistance in the form of
  1 22 grants, loans, or forgivable loans for advanced
  1 23 research and commercialization projects involving
  1 24 value-added agriculture, advanced technology, or
  1 25 biotechnology, notwithstanding section 8.57,
  1 26 subsection 5, paragraph "c":  
  1 27 .................................................. $  4,000,000
  1 28    Of the amount appropriated in this subsection,
  1 29 $2,075,000 shall be allocated for activities supported
  1 30 by the Iowa new economy council created in 2001 Iowa
  1 31 Acts, House File 697, if enacted."
  1 32    #2.  Page 5, by inserting after line 8, the
  1 33 following:  
  1 34                 "IOWA FINANCE AUTHORITY
  1 35    Sec.    .  There is appropriated from the rebuild
  1 36 Iowa infrastructure fund to the Iowa finance authority
  1 37 for the fiscal year beginning July 1, 2001, and ending
  1 38 June 30, 2002, the following amount, or so much
  1 39 thereof as is necessary, to be used for the purpose
  1 40 designated:
  1 41    For deposit in the housing trust fund, if created
  1 42 by the 2001 general assembly, notwithstanding section
  1 43 8.57, subsection 5, paragraph "c":  
  1 44 .................................................. $  2,200,000"
  1 45    #3.  Page 9, by inserting after line 28, the
  1 46 following:  
  1 47                      "DIVISION    
  1 48           REBUILD IOWA INFRASTRUCTURE FUND – 
  1 49                TECHNOLOGY INFRASTRUCTURE
  1 50           DEPARTMENT OF ECONOMIC DEVELOPMENT
  2  1    Sec.    .  There is appropriated from the rebuild
  2  2 Iowa infrastructure fund to the department of economic
  2  3 development for the fiscal year beginning July 1,
  2  4 2001, and ending June 30, 2002, the following amounts,
  2  5 or so much thereof as is necessary, to be used for the
  2  6 purposes designated:
  2  7    1.  For the establishment of an Iowa alliance for
  2  8 advanced telecommunications services (ATS) and for the
  2  9 development of a comprehensive statewide plan,
  2 10 notwithstanding section 8.57, subsection 5, paragraph
  2 11 "c":  
  2 12 .................................................. $    200,000
  2 13    2.  For the establishment of an Iowa network access
  2 14 point and peering points for telecommunications
  2 15 traffic among multiple service providers,
  2 16 notwithstanding section 8.57, subsection 5, paragraph
  2 17 "c":  
  2 18 .................................................. $    200,000
  2 19    3.  For creation of a community advanced
  2 20 telecommunications fund to aid communities in
  2 21 developing access to advanced telecommunications
  2 22 services, notwithstanding section 8.57, subsection 5,
  2 23 paragraph "c":  
  2 24 .................................................. $    600,000"
  2 25    #4.  Page 15, by inserting after line 35, the
  2 26 following:
  2 27    "Sec.    .  Section 15.354, subsection 1, Code
  2 28 2001, is amended to read as follows:
  2 29    1.  The local housing assistance program fund is
  2 30 created consisting of one million dollars appropriated
  2 31 from the rebuild Iowa infrastructure fund each fiscal
  2 32 year starting with the fiscal year beginning July 1,
  2 33 1997, and ending June 30, 1998, and ending with the
  2 34 fiscal year beginning July 1, 2001, and ending June
  2 35 30, 2002, notwithstanding section 8.57, subsection 5,
  2 36 paragraph "c", and any other moneys appropriated to or
  2 37 received by the department for deposit in the fund."
  2 38    #5.  Title page, line 5, by inserting after the
  2 39 word "services," the following:  "the Iowa finance
  2 40 authority,".
  2 41    #6.  By renumbering, redesignating, and correcting
  2 42 internal references as necessary.
