  1  1    Amend Senate File 342, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  Page 1, by inserting before line 1, the
  1  4 following:
  1  5    "Section 1.  Section 49.21, Code 2001, is amended
  1  6 by adding the following new unnumbered paragraph:
  1  7    The commissioner shall post a sign at the entrance
  1  8 to the polling place informing the voters that
  1  9 identification will be required before being allowed
  1 10 to vote.  The sign shall contain a list of the
  1 11 acceptable forms of identification as those forms are
  1 12 specified in section 49.77.
  1 13    Sec. ___.  Section 49.53, unnumbered paragraph 1,
  1 14 Code 2001, is amended to read as follows:
  1 15    The commissioner shall not less than four nor more
  1 16 than twenty days before the day of each election,
  1 17 except those for which different publication
  1 18 requirements are prescribed by law, publish notice of
  1 19 the election.  The notice shall contain a facsimile of
  1 20 the portion of the ballot containing the first
  1 21 rotation as prescribed by section 49.31, subsection 2,
  1 22 and shall show the names of all candidates or nominees
  1 23 and the office each seeks, and all public questions,
  1 24 to be voted upon at the election.  The sample ballot
  1 25 published as a part of the notice may at the
  1 26 discretion of the commissioner be reduced in size
  1 27 relative to the actual ballot but such reduction shall
  1 28 not cause upper case letters appearing on the
  1 29 published sample ballot to be less than five thirty-
  1 30 sixths of an inch high in candidates' names or in
  1 31 summaries of public measures.  The notice shall also
  1 32 state the date of the election, the hours the polls
  1 33 will be open, the location of each polling place at
  1 34 which voting is to occur in the election, the location
  1 35 of the polling places designated as early ballot pick-
  1 36 up sites, and the names of the precincts voting at
  1 37 each polling place, but the statement need not set
  1 38 forth any fact which is apparent from the portion of
  1 39 the ballot appearing as a part of the same notice.
  1 40 The notice shall also state that the voter must show
  1 41 identification to be allowed to vote and shall list
  1 42 the acceptable forms of identification as those forms
  1 43 are specified in section 49.77.  The notice shall
  1 44 include the full text of all public measures to be
  1 45 voted upon at the election.  The notice shall also
  1 46 include notice of testing required pursuant to
  1 47 sections 52.9, 52.35, and 52.38."
  1 48    #2.  Page 1, lines 1 and 2, by striking the words
  1 49 and figure "unnumbered paragraph 2,".
  1 50    #3.  Page 1, by striking lines 3 through 7, and
  2  1 inserting the following:
  2  2    "3.  A precinct election official shall require any
  2  3 person whose name does not appear on the election
  2  4 register as an active voter to show identification.
  2  5 Specific documents which are acceptable forms of
  2  6 identification shall be prescribed by the state
  2  7 commissioner.
  2  8    A precinct election official may shall require of
  2  9 the voter unknown to the official, identification upon
  2 10 which the voter's signature or mark appears. in the
  2 11 form of one of the following:
  2 12    a.  A valid voter registration card.
  2 13    b.  A valid Iowa driver's license.
  2 14    c.  A valid nonoperator's identification card.
  2 15    d.  A valid identification card issued by a branch,
  2 16 department, agency, or entity of the state of Iowa or
  2 17 any other state or the United States authorized to
  2 18 issue personal identification cards.
  2 19    e.  A valid United States passport.
  2 20    f.  A valid employee identification card.
  2 21    g.  A health insurance membership card.
  2 22    h.  A valid student identification card from a
  2 23 public or private school.
  2 24    i.  A valid Iowa hunting or fishing license.
  2 25    j.  A valid United States military identification
  2 26 card.
  2 27    k.  United States military discharge or separation
  2 28 papers.
  2 29    l.  A United States military dependent
  2 30 identification card.
  2 31    m.  A certified copy of the voter's birth
  2 32 certificate.
  2 33    n.  A valid pilot's license.
  2 34    o.  A valid Iowa gun permit.
  2 35    p.  A valid social security card.
  2 36    q.  A certified copy of a naturalization document.
  2 37    r.  A marriage license or certificate.
  2 38    s.  A bureau of Indian affairs or Indian treaty
  2 39 card.
  2 40    t.  A file-stamped decree of dissolution of
  2 41 marriage or change of name of the voter.
  2 42    PARAGRAPH DIVIDED.  If identification is
  2 43 established to the satisfaction of the precinct
  2 44 election officials, the person may shall then be
  2 45 allowed to vote."
  2 46    #4.  Title page, lines 1 and 2, by striking the
  2 47 words "containing a photograph".
  2 48    #5.  By renumbering as necessary.
