  1  1    Amend Senate File 514 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  REAFFIRMATION OF LOCAL GOVERNMENT HOME
  1  5 RULE.  The general assembly declares and reaffirms
  1  6 that counties and cities have been granted home rule
  1  7 power and authority by the Constitution of the State
  1  8 of Iowa to determine their local affairs and
  1  9 government, to the extent such authority is not
  1 10 inconsistent with the laws of the general assembly."
