  1  1    Amend Senate File 514 as follows:
  1  2    #1.  Page 21, by inserting after line 27, the
  1  3 following:
  1  4    "Sec.    .  Section 427.1, subsection 19,
  1  5 unnumbered paragraph 8, Code 2001, is amended to read
  1  6 as follows:
  1  7    For the purposes of this subsection "pollution-
  1  8 control property" means personal property or
  1  9 improvements to real property, or any portion thereof,
  1 10 used primarily to control or abate pollution of any
  1 11 air or water of this state or used primarily to
  1 12 enhance the quality of any air or water of this state
  1 13 and "recycling property" means personal property or
  1 14 improvements to real property or any portion of the
  1 15 property, used primarily in the manufacturing process
  1 16 and resulting directly in the conversion of waste
  1 17 plastic, wastepaper products, or waste paperboard,
  1 18 into new raw materials or products composed primarily
  1 19 of recycled material.  In the event such property
  1 20 shall also serve other purposes or uses of productive
  1 21 benefit to the owner of the property, only such
  1 22 portion of the assessed valuation thereof as may
  1 23 reasonably be calculated to be necessary for and
  1 24 devoted to the control or abatement of pollution, to
  1 25 the enhancement of the quality of the air or water of
  1 26 this state, or for recycling shall be exempt from
  1 27 taxation under this subsection.  "Pollution-control
  1 28 property" and "recycling property" do not include
  1 29 property used for purposes related to the care and
  1 30 feeding of livestock as defined in section 169C.1,
  1 31 except for property which is eligible for a family
  1 32 farm tax credit as provided in chapter 425A.
  1 33    The exemption calculated for pollution control or
  1 34 recycling property used for purposes related to the
  1 35 care and feeding of livestock as defined in section
  1 36 169C.1, and which is eligible for a family farm tax
  1 37 credit as provided in chapter 425A, is limited to the
  1 38 first one hundred thousand dollars in assessed value."
  1 39    #2.  Title page, by striking lines 1 and 2, and
  1 40 inserting the following:  "An Act relating to property
  1 41 tax by enacting a tax credit for certain pollution
  1 42 control and recycling property and by imposing a
  1 43 maximum property tax dollars limitation for counties
  1 44 and providing for the Act's applicability."
  1 45    #3.  By renumbering as necessary.
