1 1 Amend Senate File 375 as follows:
1 2 #1. Page 1, by inserting after line 2 the
1 3 following:
1 4 "Sec. . Section 56.5A, Code 2001, is amended by
1 5 adding the following new subsection:
1 6 NEW SUBSECTION. 3. a. A candidate's committee
1 7 shall not accept contributions from sources other than
1 8 individuals who permanently reside within the district
1 9 represented by the office to which the candidate
1 10 presently seeks election, unless the candidate's
1 11 committee has received and deposited in the
1 12 candidate's campaign account an equal or greater total
1 13 of contributions from individuals who permanently
1 14 reside within the district.
1 15 b. Notwithstanding section 56.16, a candidate who
1 16 accepts a contribution in violation of this subsection
1 17 shall be fined civilly in an amount equal to ten times
1 18 the amount by which the contribution exceeded the
1 19 permitted limit. The fine proceeds shall be deposited
1 20 in the Iowa election campaign fund created in section
1 21 56.19."
