  1  1    Amend Senate File 342 as follows:
  1  2    #1.  Page 1, by inserting after line 7, the
  1  3 following:
  1  4    "Sec.    .  Section 321.190, subsection 1,
  1  5 paragraph a, Code 2001, is amended to read as follows:
  1  6    a.  The department shall, upon application and
  1  7 payment of the required a fee if required, issue to an
  1  8 applicant a nonoperator's identification card.  To be
  1  9 valid the card shall bear a distinguishing number
  1 10 assigned to the card holder, the full name, date of
  1 11 birth, sex, residence address, a physical description
  1 12 and a colored photograph of the card holder, the usual
  1 13 signature of the card holder, and such other
  1 14 information as the department may require by rule.
  1 15 The card shall be issued to the applicant at the time
  1 16 of application pursuant to procedures established by
  1 17 rule.
  1 18    Sec.    .  Section 321.190, subsection 1, paragraph
  1 19 d, unnumbered paragraph 1, Code 2001, is amended to
  1 20 read as follows:
  1 21    The fee for a nonoperator's identification card
  1 22 shall be five dollars and the card shall be valid for
  1 23 a period of four years from the date of issuance.  No
  1 24 issuance fee shall be charged for a person whose
  1 25 driver's license or driving privilege has been
  1 26 suspended under section 321.210, subsection 1,
  1 27 paragraph "c".  The fee shall only be charged to those
  1 28 applicants under eighteen years of age.  The general
  1 29 assembly shall annually appropriate an amount
  1 30 necessary to reimburse the department for every
  1 31 nonoperator's identification card issued free of
  1 32 charge."
  1 33    #2.  Title page, line 2, by inserting after the
  1 34 word "voting" the following:  "and repealing the fee
  1 35 for nonoperator's identification cards".
  1 36    #3.  By renumbering as necessary.
