  1  1    Amend Senate File 278 as follows:
  1  2    #1.  Page 5, line 3, by striking the word
  1  3 "paragraph" and inserting the following:
  1  4 "paragraphs".
  1  5    #2.  Page 5, by inserting after line 20, the
  1  6 following:
  1  7    "NEW PARAGRAPH.  f.  (1)  Notwithstanding section
  1  8 481C.2, a landowner who incurs crop or nursery damage
  1  9 caused by deer population may apply to the department
  1 10 for not more than ten deer depredation permits for
  1 11 each farm unit of eighty acres where the damage has
  1 12 occurred.  The department shall specify, by rule, a
  1 13 proportional number of permits which may be issued for
  1 14 farm units based on the size of the farm unit, damage
  1 15 done, and deer population.  The application shall
  1 16 specify the crops or nursery stock damaged, the
  1 17 estimated amount of damage, and the area of the farm
  1 18 unit where the damage occurred.  Each application
  1 19 shall also be accompanied by a fee of ten dollars for
  1 20 each deer depredation permit requested.  The permit is
  1 21 valid only from September 1 through the succeeding
  1 22 March 1 for taking a deer of either sex on the farm
  1 23 unit specified on the application.  If additional deer
  1 24 depredation damage occurs after ten deer have been
  1 25 taken on a farm unit, not more than ten additional
  1 26 depredation permits may be issued with the approval of
  1 27 a representative of the department for the same fee
  1 28 for each permit.  A postcard shall be issued with each
  1 29 depredation permit.  A person taking a deer with the
  1 30 depredation permit shall complete and return the
  1 31 postcard to the department within ten days after
  1 32 taking the deer.  An unused depredation permit and
  1 33 postcard shall be returned to the department by March
  1 34 10 following the expiration of the depredation permit.
  1 35    (2)  A landowner who has been issued a deer
  1 36 depredation permit pursuant to subparagraph (1) may
  1 37 sell or give the deer depredation permit to hunt on
  1 38 the specified farm unit to any person who is otherwise
  1 39 licensed, except for a deer license, to hunt in this
  1 40 state.  If a deer depredation permit is used by any
  1 41 person other than the landowner, the name and address
  1 42 of the user shall be legibly written on the permit and
  1 43 on the return postcard."
