1 1 Amend Senate File 165 as follows:
1 2 #1. By striking page 1, line 3, through page 3,
1 3 line 9, and inserting the following:
1 4 "The general assembly of the state of Iowa finds
1 5 and declares the following:
1 6 1. English is the unifying language of the United
1 7 States, and all members of society recognize the
1 8 importance of the English language to national
1 9 prosperity and individual accomplishment.
1 10 2. The people of Iowa promote the spirit of
1 11 diversity with harmony represented by the various
1 12 cultures that make up the fabric of the state of Iowa
1 13 and American society.
1 14 3. The people of Iowa acknowledge that "English
1 15 Plus" best serves the national interest since it
1 16 promotes the concept that all members of society have
1 17 full access to opportunities to effectively learn
1 18 English plus develop proficiency in a second or
1 19 multiple languages.
1 20 4. According to the 1990 United States census,
1 21 ninety-four percent of United States citizens speak
1 22 English.
1 23 5. Multilingualism has historically been an
1 24 essential element of national security, including the
1 25 use of Navajo in the development of coded
1 26 communications during World War II, the Korean
1 27 Conflict, and the Vietnam Conflict.
1 28 6. Multilingualism promotes greater cross-cultural
1 29 understanding and benefit between racial and ethnic
1 30 groups.
1 31 7. Iowa will experience more than three hundred
1 32 thousand Iowans retiring from a variety of occupations
1 33 in the first decade of the twenty-first century.
1 34 8. Iowa is engaged in an effort to encourage
1 35 newcomers to the state to assist in maintaining a
1 36 strong economy.
1 37 9. The state of Iowa hereby affirms its advocacy
1 38 of the teaching of other languages in the United
1 39 States and its belief that the position of English is
1 40 not threatened. Proficiency on the part of Iowa
1 41 citizens in more than one language is to the economic
1 42 and cultural benefit of the state and the nation,
1 43 whether that proficiency derives from second language
1 44 maintenance plus English acquisition by speakers of
1 45 other languages. Proficiency in English plus other
1 46 languages should be encouraged throughout the state."
