1 1 Section 1. Section 321.34, Code Supplement 2001, is
1 2 amended by adding the following new subsection:
1 3 NEW SUBSECTION. 23. POLITICAL PARTY PLATES.
1 4 a. Upon application and payment of the proper fees, the
1 5 director may issue political party plates to an owner referred
1 6 to in subsection 12.
1 7 b. Political party plates shall be designed for each of
1 8 the two largest political parties in the state, the Iowa
1 9 democratic party and the republican party of Iowa. The Iowa
1 10 democratic party and the republican party of Iowa plates shall
1 11 be designed by the department in cooperation with the Iowa
1 12 democratic party and the republican party of Iowa, which
1 13 design shall include on the plate the name of the county where
1 14 the vehicle is registered.
1 15 c. The special Iowa democratic party or republican party
1 16 of Iowa fee for letter numbered designated Iowa democratic
1 17 party or republican party of Iowa plates is forty dollars.
1 18 There is no additional fee for personalized Iowa democratic
1 19 party or republican party of Iowa plates. The fees collected
1 20 by the director under this subsection shall be paid monthly to
1 21 the treasurer of state and credited to the road use tax fund.
1 22 Notwithstanding section 423.24, and prior to the crediting of
1 23 revenues to the road use tax fund under section 423.24,
1 24 subsection 1, paragraph "b", the treasurer of state shall
1 25 credit monthly from those revenues, respectively, to the Iowa
1 26 democratic party and the republican party of Iowa, the amount
1 27 of the special political party registration fees collected in
1 28 the previous month for political party plates issued for each
1 29 political party. The moneys credited are appropriated to the
1 30 Iowa democratic party and the republican party of Iowa.
1 31 d. Upon receipt of the special registration plates, the
1 32 applicant shall surrender the current registration receipt and
1 33 plates to the county treasurer. The county treasurer shall
1 34 validate the special registration plates in the same manner as
1 35 regular registration plates are validated under this section.
2 1 The annual special political party fee for letter number
2 2 designated plates is ten dollars, which shall be paid in
2 3 addition to the regular annual registration fee. There is no
2 4 additional annual fee for personalized political party plates.
2 5 The annual special political party fee shall be credited as
2 6 provided under paragraph "c".
2 7 EXPLANATION
2 8 This bill directs the state department of transportation,
2 9 in cooperation with the Iowa democratic party and the
2 10 republican party of Iowa, to create new, special political
2 11 party motor vehicle registration plates. An owner of a motor
2 12 vehicle subject to registration, light delivery truck, panel
2 13 delivery truck, pickup, motor home, multipurpose vehicle,
2 14 motorcycle, trailer, or travel trailer may apply for, and upon
2 15 payment of a special fee of $40 for letter number designated
2 16 plates or a request for personalized plates, be issued an Iowa
2 17 democratic party plate or a republican party of Iowa plate.
2 18 The annual special fee for either political party plate is $10
2 19 for letter number designated plates or personalized plates.
2 20 The bill directs the treasurer of state to credit the special
2 21 fees for the political party plates monthly to the Iowa
2 22 democratic party and the republican party of Iowa in the
2 23 amount collected for plates issued for each political party
2 24 and appropriates the fees to the respective political parties.
