1 1 Section 1. NEW SECTION. 90A.13 EXTREME FIGHTING
1 2 CONTESTS.
1 3 1. A person shall not hold, promote, or participate in an
1 4 extreme fighting contest in this state.
1 5 2. For purposes of this section, "extreme fighting
1 6 contest" means any amateur contest other than boxing,
1 7 sparring, wrestling, or martial arts in which a contestant
1 8 delivers, or is not forbidden by the applicable rules of the
1 9 contest from delivering, kicks, punches, or blows of any kind
1 10 to the body of an opponent. The commissioner shall adopt
1 11 rules pursuant to chapter 17A to distinguish extreme fighting
1 12 contests from boxing and wrestling contests permitted under
1 13 this chapter, from exhibitions or contests of the martial
1 14 arts, and from other sports.
1 15 3. A person who violates this section or the rules adopted
1 16 pursuant to this section commits a simple misdemeanor.
1 17 EXPLANATION
1 18 This bill prohibits a person from holding, promoting, or
1 19 participating in an extreme fighting contest in this state.
1 20 The bill defines "extreme fighting contest" to mean any
1 21 amateur contest other than boxing, sparring, wrestling, or
1 22 martial arts in which the contestants deliver, or are not
1 23 forbidden by the applicable rules of the contest from
1 24 delivering, kicks, punches, or blows of any kind to the body
1 25 of an opponent. The bill requires the state commissioner of
1 26 athletics to adopt rules to distinguish extreme fighting
1 27 contests from boxing and wrestling contests permitted under
1 28 Code chapter 90A, from exhibitions or contests of the martial
1 29 arts, and from other sports.
1 30 The bill makes it a simple misdemeanor to violate the
1 31 prohibition.
