  1  1    Section 1.  SENIOR LIVING TRUST FUND – APPROPRIATION.
  1  2 After applying the reduction made pursuant to executive order
  1  3 number 24 to the appropriation made to the department of human
  1  4 services for the medical assistance program for the fiscal
  1  5 year beginning July 1, 2001, and ending June 30, 2002, there
  1  6 is appropriated from the senior living trust fund created in
  1  7 section 249H.4 to the department of human services for the
  1  8 fiscal year beginning July 1, 2001, and ending June 30, 2002,
  1  9 the following amount, or so much thereof as is necessary, to
  1 10 supplement appropriations made for the following designated
  1 11 purposes:
  1 12    To supplement the appropriation made for the medical
  1 13 assistance program in 2001 Iowa Acts, chapter 191, section 7,
  1 14 and 2001 Iowa Acts, chapter 192, section 2:  
  1 15 .................................................. $  5,000,000
  1 16    Sec. 2.  TOBACCO SETTLEMENT FUNDS – TRANSFER.  For the
  1 17 fiscal year beginning July 1, 2001, and ending June 30, 2002,
  1 18 of the portion of the state's share received under the tobacco
  1 19 master settlement agreement which is not pledged to the
  1 20 payment of bonds issued pursuant to chapter 12E, $13,606,100
  1 21 is transferred to the department of human services and is
  1 22 appropriated to supplement the medical assistance
  1 23 appropriation made pursuant to 2001 Iowa Acts, chapter 191,
  1 24 section 7, the appropriation in 2001 Iowa Acts, chapter 192,
  1 25 section 2, and the appropriation made in section 1 of this
  1 26 Act.
  1 27    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 28 immediate importance, takes effect upon enactment.  
  1 29                           EXPLANATION
  1 30    This bill makes supplemental appropriations to the
  1 31 department of human services for the fiscal year beginning
  1 32 July 1, 2001, and ending June 30, 2002.  The bill appropriates
  1 33 $5 million from the senior living trust fund to the department
  1 34 of human services for the fiscal year beginning July 1, 2001,
  1 35 and ending June 30, 2002, after applying the 4.3 percent
  2  1 across-the-board reduction to the department of human services
  2  2 appropriation.  The bill also provides that of the portion of
  2  3 the state's share received under the tobacco settlement
  2  4 agreement that is not pledged for the bonds issued pursuant to
  2  5 chapter 12E (Tobacco Settlement Authority), up to $13,606,100
  2  6 is to be transferred to the department of human services and
  2  7 is appropriated to supplement the appropriation for medical
  2  8 assistance made to the department for fiscal year 2001-2002
  2  9 and the appropriation made from the senior living trust fund
  2 10 in the bill.
  2 11    The bill takes effect upon enactment.
