  1  1    Section 1.  Section 256.7, Code 2001, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  25.  Prescribe standards and procedures
  1  4 for the approval of a nontraditional practitioner preparation
  1  5 program to be offered by practitioner preparation institutions
  1  6 in this state in accordance with section 272.2, subsection 13.
  1  7    Sec. 2.  Section 256.16, Code 2001, is amended by adding
  1  8 the following new subsection:
  1  9    NEW SUBSECTION.  3.  The state board shall adopt rules
  1 10 requiring that all higher education institutions providing
  1 11 nontraditional practitioner preparation, at a minimum, meet
  1 12 the standards and comply with the standards established
  1 13 pursuant to section 256.7, subsection 25.  A nontraditional
  1 14 practitioner preparation program shall include coursework in
  1 15 education theory, instructional methods, classroom management,
  1 16 and practice teaching.  The program shall consist of two
  1 17 twelve-week courses of study, the first of which a student
  1 18 shall successfully complete prior to receiving a conditional
  1 19 license pursuant to section 272.2, subsection 13, paragraphs
  1 20 "a" and "b".  Prior to licensure as an administrator or a
  1 21 provisional teacher, a student shall successfully complete the
  1 22 second twelve-week course of study in accordance with section
  1 23 272.2, subsection 13.  The institution that delivers the
  1 24 coursework to a practitioner pursuant to this subsection
  1 25 shall, in consultation with the practitioner's evaluator at
  1 26 the school district or accredited nonpublic school of
  1 27 employment, submit to the board of educational examiners a
  1 28 comprehensive evaluation of the practitioner's performance by
  1 29 July 1 following the practitioner's year of employment under a
  1 30 conditional license.
  1 31    Sec. 3.  Section 272.1, Code 2001, is amended by adding the
  1 32 following new subsection:
  1 33    NEW SUBSECTION.  3A.  "Conditional license" means the
  1 34 authority that is given to allow a person to legally serve as
  1 35 a practitioner on a temporary basis while the person completes
  2  1 a nontraditional practitioner preparation program.
  2  2    Sec. 4.  Section 272.2, subsection 13, Code 2001, is
  2  3 amended to read as follows:
  2  4    13.  Adopt rules to provide for nontraditional preparation
  2  5 and licensing options for licensing persons who hold, at a
  2  6 minimum, a bachelor's degree from an accredited college or
  2  7 university, but who do not meet other requirements for
  2  8 licensure.  At a minimum, the rules shall provide for the
  2  9 following:
  2 10    a.  An individual who possesses at least a master's degree
  2 11 in business administration, public administration, or a
  2 12 comparable degree, or who possesses at least a bachelor's
  2 13 degree from an accredited postsecondary institution and life
  2 14 experience equivalent to a master's degree in a management
  2 15 field as determined by rule, and who has been employed for at
  2 16 least ten consecutive years in a management position, may be
  2 17 issued a one-year, nonrenewable conditional administrator's
  2 18 license if the individual successfully completes an evaluator
  2 19 training program, and a twelve-week, nontraditional
  2 20 practitioner preparation instruction program, in accordance
  2 21 with section 256.7, subsection 25.  An individual may be
  2 22 issued an administrator's license if the individual
  2 23 successfully completes one year of employment as an
  2 24 administrator under a conditional license and successfully
  2 25 completes the second twelve-week course of study set forth in
  2 26 section 256.16, subsection 3.  However, an individual licensed
  2 27 pursuant to this paragraph shall be licensed only to serve as
  2 28 an administrator in a school district with an actual
  2 29 enrollment of six thousand or more pupils.
  2 30    b.  An individual who possesses at least a bachelor's
  2 31 degree from an accredited postsecondary institution, and who
  2 32 has been employed for at least five consecutive years in an
  2 33 area requiring knowledge and practical application of the
  2 34 individual's postsecondary academic background, may be issued
  2 35 a one-year, nonrenewable conditional license to teach students
  3  1 in grades nine through twelve on a part-time basis, in a
  3  2 vocational education field or subject area or in a shortage
  3  3 area as determined by the department, if the individual
  3  4 successfully completes a twelve-week, nontraditional
  3  5 practitioner preparation instruction program, in accordance
  3  6 with section 256.16, subsection 3.  An individual may be
  3  7 issued a provisional license to teach students in grades nine
  3  8 through twelve on a part-time basis, in the vocational
  3  9 education field or subject area or in a shortage area as
  3 10 determined by the department, if the individual successfully
  3 11 completes one year of teaching under a conditional license and
  3 12 successfully completes the second twelve-week course of study
  3 13 set forth in section 256.16, subsection 3.  A person issued a
  3 14 conditional or provisional teaching license pursuant to this
  3 15 paragraph shall successfully complete, at a minimum, a two-
  3 16 year beginning teacher mentoring and induction program.
  3 17    Sec. 5.  FUTURE REPEAL.  This Act is repealed June 30,
  3 18 2006.  
  3 19                           EXPLANATION
  3 20    This bill directs the state board of education to prescribe
  3 21 standards and procedures for the approval of a nontraditional
  3 22 practitioner preparation program and to adopt rules requiring
  3 23 higher education institutions to meet the standards and
  3 24 procedures if the institutions offer nontraditional
  3 25 practitioner preparation.  The program consists of two 12-week
  3 26 courses of study, the successful completion of which leads to
  3 27 licensure as an administrator or provisional teacher.
  3 28    Individuals who have successfully completed the first
  3 29 course are issued a conditional license to allow the person to
  3 30 legally serve as a practitioner on a temporary basis.  In
  3 31 addition, to be eligible for a conditional license as an
  3 32 administrator, a person must have a master's degree in
  3 33 administration, or a bachelor's degree and life experience
  3 34 equivalent to a master's degree.  A person who successfully
  3 35 completes a year of employment as an administrator under a
  4  1 conditional license and the second course may be issued an
  4  2 administrator's license.  Administrators licensed after
  4  3 nontraditional practitioner preparation are limited to
  4  4 employment in school districts with 6,000 or more students.
  4  5    To be eligible for a conditional teaching license to teach
  4  6 students in grades nine through 12 on a part-time basis, an
  4  7 individual must have a bachelor's degree and have been
  4  8 employed for five years in an area linked to the person's
  4  9 academic degree.  When the person successfully completes a
  4 10 second course and one year of teaching under the conditional
  4 11 license, the person may be issued a provisional teaching
  4 12 license.
  4 13    A person who is issued a conditional or provisional
  4 14 teaching license after successfully completing nontraditional
  4 15 practitioner preparation must successfully complete a two-year
  4 16 beginning teacher mentoring and induction program.
  4 17    The bill is repealed June 30, 2006.
