Section 483A.1, subsection 3, Code 2001, is 2 8 amended by striking the subsection. 2 9 Sec. 4. Section 483A.7, subsection 3, Code 2001, is 2 10 amended to read as follows: 2 11 3. A nonresident wild turkey hunter is required to have 2 12onlya nonresident hunting license and a nonresident wild 2 13 turkey hunting license and pay the wildlife habitat fee. The 2 14 commission shall annually limit to two thousand licenses the 2 15 number of nonresidents allowed to have wild turkey hunting 2 16 licenses. The number of nonresident wild turkey hunting 2 17 licenses shall be determined as provided in section 481A.38. 2 18 The commission shall allocate the nonresident wild turkey 2 19 hunting licenses issued among the zones based on the 2 20 populations of wild turkey. A nonresident applying for a wild 2 21 turkey hunting license must exhibit proof of having 2 22 successfully completed a hunter safety and ethics education 2 23 program as provided in section 483A.27 or its equivalent as 2 24 determined by the department before the license is issued. 2 25 Sec. 4. Section 483A.8, subsection 3, Code 2001, is 2 26 amended to read as follows: 2 27 3. A nonresident hunting deer is required to have a 2 28 nonresident hunting license and a nonresident deer license and 2 29 must pay the wildlife habitat fee. The commission shall 2 30 annually limit to seven thousand five hundred licenses the 2 31 number of nonresidents allowed to have deer hunting licenses. 2 32 Of the first six thousand nonresident deer licenses issued, 2 33 not more than thirty-five percent of the licenses shall be bow 2 34 season licenses and, after the first six thousand nonresident 2 35 deer licenses have been issued, all additional licenses shall 3 1 be issued for antlerless deer only. The number of nonresident 3 2 deer hunting licenses shall be determined as provided in 3 3 section 481A.38. The commission shall allocate the 3 4 nonresident deer hunting licenses issued among the zones based 3 5 on the populations of deer. However, a nonresident applicant 3 6 may request one or more hunting zones, in order of preference, 3 7 in which the applicant wishes to hunt. If the request cannot 3 8 be fulfilled, the applicable fees shall be returned to the 3 9 applicant. A nonresident applying for a deer hunting license 3 10 must exhibit proof of having successfully completed a hunter 3 11 safety and ethics education program as provided in section 3 12 483A.27 or its equivalent as determined by the department 3 13 before the license is issued. 3 14 Sec. 5. Section 483A.24, subsection 2, paragraph c, Code 3 15 2001, is amended to read as follows: 3 16 c. In addition to the free deer hunting license received, 3 17 an owner of a farm unit or a member of the owner's family and 3 18 the tenant or a member of the tenant's family may purchase a 3 19 deer hunting license for any option offered to paying deer 3 20 hunting licensees. An owner of a farm unit or a member of the 3 21 owner's family and the tenant or a member of the tenant's 3 22 family may also purchase two additional antlerless deer 3 23 hunting licenses which are valid only on the farm unit for a 3 24 fee of ten dollars each. 3 25 Sec. 6. EFFECTIVE AND APPLICABILITY DATES. Sections 1, 2, 3 26 3, and 4 of this Act take effect December 15, 2001, and apply 3 27 to licenses and fees for wildlife and game activities for the 3 28 years beginning on or after January 1, 2002. 3 29 EXPLANATION 3 30 This bill relates to the regulation of fish and game. 3 31 The bill increases the fees for nonresidents who wish to 3 32 hunt, fish, or fur harvest in this state. The fee increases 3 33 range from $.50 for a fur dealer license to $69.50 for a deer 3 34 hunting license. In addition, nonresidents who wish to hunt 3 35 deer or wild turkey must purchase, in addition to the 4 1 nonresident deer or wild turkey hunting license, a regular 4 2 hunting license for $80 or $30 if under 18 and pay a wildlife 4 3 habitat fee of $5.50. 4 4 The bill also allows an owner of a farm unit or a member of 4 5 the owner's family and the tenant or a member of the tenant's 4 6 family to purchase two antlerless deer hunting licenses for a 4 7 fee of $10 each. These licenses are in addition to the free 4 8 deer hunting licenses to which the owner and tenant or one of 4 9 their respective family members are entitled to receive. The 4 10 licenses are valid only on an owner's or tenant's farm unit. 4 11 Sections 1, 2, 3, and 4 of the bill take effect December 4 12 15, 2001, and apply to licenses and fees for wildlife and game 4 13 activities for the years beginning on or after January 1, 4 14 2002. 4 15 LSB 3160HC 79 4 16 tj/cls/14
