1 1 Section 1. NEW SECTION. 7.18 MODEL COMMUNITY PROJECTS.
1 2 1. As used in this section, unless the context otherwise
1 3 suggests, "community" means a city, county, or any combination
1 4 of cities and counties.
1 5 2. During any project, pilot project, or similar
1 6 initiative undertaken by the governor or the executive branch
1 7 which includes the designation of a model community in the
1 8 state, the approval of all of the following entities must be
1 9 obtained by a simple majority vote prior to the granting of an
1 10 official model community designation and prior to any state
1 11 financial support being disbursed to any person under the
1 12 project, pilot project, or similar initiative:
1 13 a. The city council of any city included in a proposed
1 14 model community.
1 15 b. The county board of supervisors of a county included in
1 16 a proposed model community.
1 17 c. Each school board of a school district serving students
1 18 in a proposed model community.
1 19 Sec. 2. EFFECTIVE DATE AND RETROACTIVE APPLICABILITY.
1 20 This Act, being deemed of immediate importance, takes effect
1 21 upon enactment and is retroactively applicable to July 1,
1 22 2000.
1 23 EXPLANATION
1 24 This bill provides that, during any project, pilot project,
1 25 or similar initiative undertaken by the governor or the
1 26 executive branch which includes the designation of a model
1 27 community in the state, any city council, county board of
1 28 supervisors, or school district included in the proposed model
1 29 community designation must approve of the designation by a
1 30 simple majority vote prior to an official model community
1 31 designation and prior to any state financial support being
1 32 disbursed to a person under the project, pilot project, or
1 33 similar initiative.
1 34 The bill takes effect upon enactment and is retroactively
1 35 applicable to July 1, 2000.
