1 1 HOUSE RESOLUTION NO.
1 2 BY MANTERNACH
1 3 A Resolution requesting the Secretary of Agriculture to
1 4 establish a task force to study value-added agricultural
1 5 issues.
1 6 WHEREAS, the General Assembly recognizes the
1 7 importance of the multibillion dollar Iowa agriculture
1 8 economy and critical role that public policy plays on
1 9 this vital segment of the economy; and
1 10 WHEREAS, future economic growth in Iowa depends on
1 11 the availability of value-added markets for
1 12 agricultural products; NOW THEREFORE,
1 13 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
1 14 That the Secretary of Agriculture establish a task
1 15 force to complete a thorough review of Iowa's public
1 16 policy related to value-added agriculture,
1 17 opportunities for producers to access financing,
1 18 opportunities for producers to access processing and
1 19 value-added markets for their products, the impact of
1 20 the structure of Iowa agriculture on future economic
1 21 growth and the long-term ability of the independent
1 22 livestock producer to play a viable economic role in
1 23 Iowa's agricultural future; and
1 24 BE IT FURTHER RESOLVED, That the task force shall,
1 25 at a minimum, consist of a representative of the Iowa
1 26 Cattlemen's Association, a representative of the Iowa
1 27 Pork Producers Association, a representative of the
1 28 Iowa Corn Growers Association, a representative of the
1 29 Iowa Soybean Association, a representative of the Iowa
1 30 Poultry Association, a representative of the Iowa
2 1 Bankers Association, a representative of the
2 2 Agribusiness Association of Iowa, a representative of
2 3 the Iowa Area Development Group, a representative of
2 4 the Professional Developers of Iowa, a professor of
2 5 agricultural policy and economics designated by the
2 6 President of Iowa State University of Science and
2 7 Technology, two persons representing value-added
2 8 processors doing business in Iowa, the chairpersons
2 9 and ranking members of the standing committees on
2 10 Agriculture in both the Senate and the House of
2 11 Representatives, the Director of the Department of
2 12 Natural Resources, and the Secretary of Agriculture;
2 13 and
2 14 BE IT FURTHER RESOLVED, That the Secretary of
2 15 Agriculture shall serve as chairperson of the task
2 16 force; and
2 17 BE IT FURTHER RESOLVED, That, by January 10, 2003,
2 18 the task force shall submit a written report to the
2 19 General Assembly regarding the findings of the task
2 20 force which shall include recommendations.
