PAG LIN 1 1 HOUSE RESOLUTION NO. ___ 1 2 BY COMMITTEE ON ADMINISTRATION AND RULES 1 3 A Resolution to amend the permanent rules of the House 1 4 of Representatives relating to bill and amendment 1 5 consideration deadlines and recognition to address 1 6 the chamber. 1 7 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 1 8 That rule 10 of the permanent rules of the House of 1 9 Representatives for the Seventy-ninth General 1 10 Assembly, is amended to read as follows: 1 11 Rule 10 1 12 Recognition and Decorum in Debate 1 13 A member who wishes to speak in debate or deliver 1 14 any matter to the house shall be appropriately 1 15 attired, with male members wearing coat or tie,shall1 16raise the microphoneand, after recognition by the 1 17 chair, shall respectfully address the presiding 1 18 officer by saying "Mr. or Madam Speaker", shall 1 19 confine all remarks to the question under debate, and 1 20 shall avoid personalities. 1 21 BE IT FURTHER RESOLVED BY THE HOUSE OF 1 22 REPRESENTATIVES, That rule 29, unnumbered paragraph 2, 1 23 of the permanent rules of the House of Representatives 1 24 for the Seventy-ninth General Assembly, is amended to 1 25 read as follows: 1 26 After adjournment of the first regular session, 1 27 bills may be prefiled at any time before the convening 1 28 of the second regular session. No bill or joint 1 29 resolution under individual sponsorship, other than a 1 30 nullification resolution, shall be read for the first 2 1 time after 4:30 p.m. on Friday of the2ndfirst week 2 2 of the second regular session of the general assembly 2 3 unless a written request for drafting the bill has 2 4 been filed with the legislative service bureau before 2 5 that time. 2 6 BE IT FURTHER RESOLVED BY THE HOUSE OF 2 7 REPRESENTATIVES, That rule 31.8, of the permanent 2 8 rules of the House of Representatives for the Seventy- 2 9 ninth General Assembly, is amended to read as follows: 2 10 31.8. No amendment to the rules of the house, to 2 11 any resolution or bill, except technical amendments 2 12 and amendments to bills substituted for by senate 2 13 files containing substantially identical title, 2 14 language, subject matter, purpose and intrasectional 2 15 arrangement, shall be considered by the membership of 2 16 the house without a copy of the amendment having been 2 17 filed with the chief clerk by 4:00 p.m. or within one- 2 18 half hour of adjournment, whichever is later, on the 2 19 day preceding floor debate on the amendment. If the 2 20 house adjourns prior to 2:00 p.m. on Friday, the final 2 21 deadline is two hours after adjournment. However, 2 22 committee amendments filed pursuant to the submission 2 23 of the committee report may be accepted after this 2 24 deadline. This provision shall not apply to any 2 25 proposal debated on the floor of the house after the 2 26 fourteenth week of the first session and thetwelfth2 27 tenth week of the second session. No amendment or 2 28 amendment to an amendment to a bill, rule of the 2 29 house, or resolution shall be considered by the 2 30 membership of the house without a copy of the 3 1 amendment being on the desks of the entire membership 3 2 of the house prior to consideration. 3 3 LSB 5457HV 79 3 4 rj/pj/5.1
