PAG LIN 1 1 HOUSE RESOLUTION NO. ___ 1 2 BY DIX, WITT, BODDICKER, DRAKE, CARROLL, 1 3 HORBACH, RAECKER, REYNOLDS, T. TAYLOR, JOCHUM, 1 4 FALCK, and SCHRADER 1 5 A Resolution urging the establishment of a State Task 1 6 Force on Employment of Iowans With Disabilities. 1 7 WHEREAS, many Iowans experience a physical or 1 8 mental impairment that substantially limits at least 1 9 one major life activity, and, due to this impairment, 1 10 some of these disabled Iowans have difficulty finding 1 11 or sustaining gainful employment; and 1 12 WHEREAS, a need exists for a coordinated and 1 13 aggressive state policy to bring Iowans with 1 14 disabilities into gainful employment at a rate as 1 15 close as possible to that of the general adult 1 16 population; and 1 17 WHEREAS, there is a need for a coordinated state 1 18 policy to reduce the barriers for Iowans with 1 19 disabilities in the areas of employer accommodations, 1 20 access to health care, transportation, accessible and 1 21 integrated housing, telecommunications, assistive 1 22 technology, community services, child care, education, 1 23 vocational rehabilitation and training services, 1 24 workplace support, and economic incentives to work; 1 25 and 1 26 WHEREAS, to ensure that Iowa state government is a 1 27 model employer of adults with disabilities, the 1 28 Department of Personnel, the Department of Human 1 29 Rights, the Department of Education, Division of 1 30 Vocational Rehabilitation Services, the Department of 2 1 Human Services' state Independent Living Council and 2 2 Creative Employment Options, and Iowa Workforce 2 3 Development need to review state personnel laws, 2 4 regulations, and policies, and recommend or implement 2 5 changes necessary to improve employment policies for 2 6 Iowans with disabilities; and 2 7 WHEREAS, the Department of Economic Development 2 8 needs to review the effort to develop small business 2 9 and entrepreneurial opportunities to assist in the 2 10 self-sufficiency of Iowans with disabilities; and 2 11 WHEREAS, the Department of Transportation needs to 2 12 examine the programs in place to determine if existing 2 13 programs can be used to create new work incentives and 2 14 remove barriers to work for Iowans with disabilities; 2 15 and 2 16 WHEREAS, the Department of Public Health needs to 2 17 examine the measures taken pursuant to the 2 18 disabilities chapter of the Healthy Iowans 2010 plan, 2 19 and determine its efficacy as it relates to Iowans 2 20 with disabilities; and 2 21 WHEREAS, in order to coordinate the individual 2 22 efforts of the departments, a unifying entity should 2 23 be created, and a Task Force on Employment of Iowans 2 24 With Disabilities should be created to carry out the 2 25 goals of employment and gainful economic activities of 2 26 individuals with disabilities; NOW THEREFORE, 2 27 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 2 28 That the House of Representatives urges Governor 2 29 Thomas J. Vilsack to establish a Task Force on 2 30 Employment of Iowans With Disabilities, and appoint as 3 1 members the Directors of the Department of Education, 3 2 Division of Vocational Rehabilitation Services, the 3 3 Department of Personnel, the Department of Human 3 4 Rights, the Department of Human Services' state 3 5 Independent Living Council and creative Employment 3 6 Options, the Department of Public Health, the 3 7 Department of Economic Development, the Department of 3 8 Transportation, and Iowa Workforce Development, or the 3 9 Directors' designees, and other persons knowledgeable 3 10 in these areas. 3 11 BE IT FURTHER RESOLVED, That a Task Force on 3 12 Employment of Iowans With Disabilities should be 3 13 charged with identifying employment issues and 3 14 exploring resolutions to barriers confronting Iowans 3 15 with Disabilities, by working with the departments and 3 16 agencies of state government as well as private sector 3 17 employers, organizations that represent persons with 3 18 disabilities, organized labor, veterans service 3 19 organizations, and county and local governments, and 3 20 further be charged with reporting to the Governor and 3 21 the General Assembly the findings and recommendations 3 22 of the Task Force. 3 23 LSB 3597YH 79 3 24 vl/pj/5
