  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Section 5 of Article II of the Constitution of the State of
  1  4 Iowa is repealed and the following adopted in lieu thereof:
  1  5    DISQUALIFIED PERSONS.  Sec. 5.  A person adjudged mentally
  1  6 incompetent to vote or convicted of any felony shall not be
  1  7 entitled to the privilege of an elector.
  1  8    Sec. 2.  The foregoing amendment to the Constitution of the
  1  9 State of Iowa is referred to the General Assembly to be chosen
  1 10 at the next general election for members of the General
  1 11 Assembly, and the Secretary of State is directed to cause the
  1 12 same to be published for three consecutive months previous to
  1 13 the date of that election as provided by law.  
  1 14                           EXPLANATION
  1 15    This joint resolution proposes an amendment to the
  1 16 Constitution of the State of Iowa providing that conviction of
  1 17 any felony, rather than of any infamous crime, disqualifies
  1 18 the convicted offender from voting or holding certain elective
  1 19 offices.  The resolution also removes the words "idiot" and
  1 20 "insane" from the constitutional provision and substitutes the
  1 21 phrase "mentally incompetent to vote".
  1 22    The resolution, if adopted, would be referred to the next
  1 23 general assembly before being submitted to the electorate for
  1 24 ratification.
