  1  4 RELATING TO AND MAKING TRANSPORTATION AND OTHER INFRASTRUCTURE-
  1  5    RELATED APPROPRIATIONS TO THE STATE DEPARTMENT OF TRANSPORTA-
  1  6    TION, INCLUDING ALLOCATION AND USE OF MONEYS FROM THE ROAD
  1  7    USE TAX FUND AND THE PRIMARY ROAD FUND, AND PROVIDING FOR
  1  8    THE NONREVERSION OF CERTAIN MONEYS AND PROVIDING EFFECTIVE
  1  9    DATES.  
  1 10 
  1 11 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 12 
  1 13    Section 1.  There is appropriated from the road use tax
  1 14 fund to the state department of transportation for the fiscal
  1 15 year beginning July 1, 2002, and ending June 30, 2003, the
  1 16 following amounts, or so much thereof as is necessary, for the
  1 17 purposes designated:
  1 18    1.  For the payment of costs associated with the production
  1 19 of driver's licenses, as defined in section 321.1, subsection
  1 20 20A:  
  1 21 .................................................. $  3,997,000
  1 22    Notwithstanding section 8.33, unencumbered or unobligated
  1 23 funds remaining on June 30, 2003, from the appropriation made
  1 24 in this subsection, shall not revert, but shall remain
  1 25 available for subsequent fiscal years for the purposes
  1 26 specified in this subsection.
  1 27    2.  For salaries, support, maintenance, and miscellaneous
  1 28 purposes:
  1 29    a.  Operations and finance:  
  1 30 .................................................. $  4,987,919
  1 31    b.  Administrative services:  
  1 32 .................................................. $    515,899
  1 33    c.  Planning:  
  1 34 .................................................. $    461,698
  1 35    d.  Motor vehicles:

  2  2    3.  For payments to the department of personnel for
  2  3 expenses incurred in administering the merit system on behalf
  2  4 of the state department of transportation, as required by
  2  5 chapter 19A:  
  2  6 .................................................. $     37,500
  2  7    4.  Unemployment compensation:  
  2  8 .................................................. $     17,000
  2  9    5.  For payments to the department of personnel for paying
  2 10 workers' compensation claims under chapter 85 on behalf of
  2 11 employees of the state department of transportation:

  2 13    6.  For payment to the general fund of the state for
  2 14 indirect cost recoveries:  
  2 15 .................................................. $    102,000
  2 16    7.  For reimbursement to the auditor of state for audit
  2 17 expenses as provided in section 11.5B:

  2 19    8.  For costs associated with the county issuance of

  2 29    11.  For costs associated with the rewrite of the vehicle

  2 35    Sec. 2.  There is appropriated from the primary road fund
  3  1 to the state department of transportation for the fiscal year
  3  2 beginning July 1, 2002, and ending June 30, 2003, the
  3  3 following amounts, or so much thereof as is necessary, to be
  3  4 used for the purposes designated:
  3  5    1.  For salaries, support, maintenance, and miscellaneous
  3  6 purposes and for not more than the following full-time
  3  7 equivalent positions:
  3  8    a.  Operations and finance:

  3 24 expenses incurred in administering the merit system on behalf
  3 25 of the state department of transportation, as required by
  3 26 chapter 19A:

  3 30    4.  For payments to the department of personnel for paying
  3 31 workers' compensation claims under chapter 85 on behalf of the

  3 35 and the central complex:

  4  5    7.  For reimbursement to the auditor of state for audit
  4  6 expenses as provided in section 11.5B:

  4 11    9.  For replacement of roofs according to the department's
  4 12 priority list at field facilities throughout the state:

  4 14    10.  For the federal Americans With Disabilities Act
  4 15 accessibility improvements to department facilities throughout
  4 16 the state:  
  4 17 .................................................. $    200,000
  4 18    11.  For renovation of the state department of
  4 19 transportation administration building at the Ames complex:  
  4 20 .................................................. $  2,000,000
  4 21    12.  For utility improvements at field garage facilities
  4 22 throughout the state:  
  4 23 .................................................. $    200,000
  4 24    13.  For replacement of the heating systems in field garage
  4 25 facilities throughout the state:  
  4 26 .................................................. $    200,000
  4 27    14.  For deferred maintenance projects at field facilities:  
  4 28 .................................................. $    351,500
  4 29    Notwithstanding section 8.33, moneys appropriated in
  4 30 subsections 9 through 14 that remain unencumbered or
  4 31 unobligated at the close of the fiscal year shall not revert
  4 32 but shall remain available for expenditure for the purposes
  4 33 designated until the close of the fiscal year that begins July
  4 34 1, 2005.
  4 35    Sec. 3.  Section 312.2, subsection 14, Code Supplement
  5  1 2001, is amended to read as follows:
  5  2    14.  The treasurer of state, before making the allotments
  5  3 provided for in this section, shall credit monthly from the
  5  4 road use tax fund to the general fund of the state department
  5  5 of transportation from revenue credited to the road use tax
  5  6 fund under section 423.24, subsection 1, paragraph "b", an
  5  7 amount equal to one-twentieth of eighty percent of the revenue
  5  8 from the operation of section 423.7.,
  5  9    There is appropriated from the general fund of the state
  5 10 for each fiscal year to the state department of transportation
  5 11 the amount of revenues credited to the general fund of the
  5 12 state during the fiscal year under this subsection to be used
  5 13 for purposes of public transit assistance under chapter 324A.
  5 14    Sec. 4.  EFFECTIVE DATES.
  5 15    1.  Except as otherwise provided in subsection 2, this Act,
  5 16 being deemed of immediate importance, takes effect July 1,
  5 17 2002.
  5 18    2.  The section of this Act amending section 312.2,
  5 19 subsection 14, takes effect July 1, 2004.
