  1  4 ENCOURAGING SCHOOL DISTRICTS TO ESTABLISH CHARACTER EDUCATION
  1  5    PROGRAMS, AND DIRECTING THE DEPARTMENT OF EDUCATION TO
  1  6    PARTNER WITH LOCAL EDUCATIONAL INSTITUTIONS AND AGENCIES
  1  7    AND NONPROFIT ORGANIZATIONS IN THE DESIGN AND IMPLEMENTATION
  1  8    OF CHARACTER EDUCATION PROGRAMS.

  1 10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 11 
  1 12    Section 1.  Section 256.18, Code 2001, is amended to read
  1 13 as follows:
  1 14    256.18  CHARACTER EDUCATION POLICY – PILOT PROGRAM.
  1 15    1.  It is the policy of the general assembly that Iowa's
  1 16 schools be the best and safest possible.  To that end, each
  1 17 school is encouraged to instill the highest character and
  1 18 academic excellence in each student, in close cooperation with
  1 19 the student's parents, and with input from the community and
  1 20 educators.
  1 21    Schools should make every effort, formally and informally,
  1 22 to stress character qualities that will maintain a safe and
  1 23 orderly learning environment, and that will ultimately equip
  1 24 students to be model citizens.  These qualities may include
  1 25 but are not limited to honesty; responsibility; respect and
  1 26 care for the person and property of others; self-discipline;
  1 27 understanding of, respect for, and obedience to law and
  1 28 citizenship; courage, initiative, commitment, and
  1 29 perseverance; kindness, compassion, service, and loyalty;
  1 30 fairness, moderation, and patience; and the dignity and
  1 31 necessity of hard work caring, civic virtue and citizenship,
  1 32 justice and fairness, respect, responsibility,
  1 33 trustworthiness, giving, honesty, self-discipline, respect for
  1 34 and obedience to the law, citizenship, courage, initiative,
  1 35 commitment, perseverance, kindness, compassion, service,
  2  1 loyalty, patience, the dignity and necessity of hard work, and
  2  2 any other qualities deemed appropriate by a school.
  2  3    2.  The department of education shall assist schools in
  2  4 accessing financial and curricular resources to implement
  2  5 programs stressing these character qualities.  Schools are
  2  6 encouraged to use their existing resources to implement
  2  7 programs stressing these qualities.  Whenever possible, the
  2  8 department shall develop partnerships with schools, nonprofit
  2  9 organizations, or an institution of higher education, or with
  2 10 a consortium of two or more of those entities, to design and
  2 11 implement character education programs that may be integrated
  2 12 into classroom instruction and may be carried out with other
  2 13 educational reforms.
  2 14    2.  The department of education shall establish a character
  2 15 education pilot program to evaluate methods for incorporating
  2 16 positive character qualities into all levels of the existing
  2 17 educational program.  Schools involved in the pilot program
  2 18 may use phase III funds in the establishment of the program.
  2 19    3.  The department of education shall report to the state
  2 20 board and to the general assembly regarding the success of any
  2 21 pilot programs prior to the completion of the third year of a
  2 22 program character education initiative.
