PAG LIN 1 1 Section 1. Section 321.34, Code Supplement 2001, is 1 2 amended by adding the following new subsection: 1 3 NEW SUBSECTION. 23. CELEBRATE AGRICULTURE PLATES. 1 4 a. Upon application and payment of the proper fees, the 1 5 director may issue celebrate agriculture plates to an owner 1 6 referred to in subsection 12. 1 7 b. Celebrate agriculture plates shall be designed by the 1 8 department in cooperation with the department of agriculture 1 9 and land stewardship, which design shall include on the plate 1 10 the name of the county where the vehicle is registered. 1 11 c. The special celebrate agriculture fee for letter number 1 12 designated celebrate agriculture plates is thirty-five 1 13 dollars. The fee for personalized celebrate agriculture 1 14 plates is forty-five dollars which shall be paid in addition 1 15 to the special celebrate agriculture fee of thirty-five 1 16 dollars. The fees collected by the director under this 1 17 subsection shall be paid monthly to the treasurer of state and 1 18 credited to the road use tax fund. Notwithstanding section 1 19 423.24, and prior to the crediting of revenues to the road use 1 20 tax fund under section 423.24, subsection 1, paragraph "b", 1 21 the treasurer of state shall credit monthly from those 1 22 revenues to the renewable fuels and coproducts fund created in 1 23 section 159A.7, the amount of the special celebrate 1 24 agriculture fees collected in the previous month for the 1 25 celebrate agriculture plates, which are appropriated to the 1 26 renewable fuels and coproducts fund to be used by the office 1 27 of renewable fuels and coproducts within the department of 1 28 agriculture and land stewardship, notwithstanding section 1 29 159A.7, to support education, promotion, and advertising of 1 30 ethanol blended and soydiesel fuel. 1 31 d. Upon receipt of the special registration plates, the 1 32 applicant shall surrender the current registration receipt and 1 33 plates to the county treasurer. The county treasurer shall 1 34 validate the special registration plates in the same manner as 1 35 regular registration plates are validated under this section. 2 1 The annual special celebrate agriculture fee for letter number 2 2 designated plates is ten dollars, which shall be paid in 2 3 addition to the regular annual registration fee. The annual 2 4 fee for personalized celebrate agriculture plates is five 2 5 dollars, which shall be paid in addition to the annual special 2 6 celebrate agriculture fee and the regular annual registration 2 7 fee. The annual special celebrate agriculture fee shall be 2 8 credited as provided under paragraph "c". 2 9 EXPLANATION 2 10 This bill directs the state department of transportation, 2 11 in cooperation with the department of agriculture and land 2 12 stewardship, to create a new, special celebrate agriculture 2 13 motor vehicle registration plate. An owner of a motor vehicle 2 14 subject to registration, light delivery truck, panel delivery 2 15 truck, pickup, motor home, multipurpose vehicle, motorcycle, 2 16 trailer, or travel trailer may apply for, and upon payment of 2 17 a special fee of $35 for letter number designated plates or 2 18 $80 for personalized plates, be issued the celebrate 2 19 agriculture plates. The annual special fee for celebrate 2 20 agriculture plates is $10 for letter number designated plates 2 21 and $15 for personalized plates. The bill directs the 2 22 treasurer of state to credit the special fees for celebrate 2 23 agriculture plates monthly to the renewable fuels and 2 24 coproducts fund, which are appropriated to the fund to be used 2 25 by the office of renewable fuels and coproducts to support 2 26 education, promotion, and advertising of ethanol blended and 2 27 soydiesel fuel. 2 28 LSB 5523YH 79 2 29 nh/pj/5
