PAG LIN 1 1 Section 1. Section 157.1, Code 2001, is amended by adding 1 2 the following new subsections: 1 3 NEW SUBSECTION. 14A. "Press and curl" means a temporary 1 4 thermal straightening technique used for very curly hair which 1 5 does not utilize the application of chemicals and which allows 1 6 the hair's reversion to its natural state when shampooed. 1 7 NEW SUBSECTION. 14B. "Press and curl technician" means a 1 8 person who performs the practice of press and curl. 1 9 Sec. 2. NEW SECTION. 157.5 PRESS AND CURL TECHNICIANS 1 10 AUTHORIZATION. 1 11 1. The department shall issue a license to practice press 1 12 and curl techniques to a person who submits proof of 1 13 successful completion of a course of training in a licensed 1 14 school of cosmetology arts and sciences, or a barber school 1 15 licensed pursuant to section 158.7, relating to proper care of 1 16 the hair. The course of training shall include application of 1 17 press and curl techniques pursuant to rules adopted by the 1 18 board. A press and curl technician licensed pursuant to this 1 19 section shall be authorized to practice press and curl 1 20 techniques without obtaining a cosmetology license or being 1 21 licensed under any other provision of this chapter or chapter 1 22 158. 1 23 2. The applicant shall pay a license fee as determined by 1 24 the board under section 147.80. 1 25 3. The rules of the board shall include a provision 1 26 whereby a license to practice press and curl techniques may be 1 27 issued by reciprocity or endorsement to a person who is 1 28 licensed in another state to practice press and curl 1 29 techniques. 1 30 EXPLANATION 1 31 This bill provides for licensure to perform the press and 1 32 curl hair straightening technique. The bill defines "press 1 33 and curl" as a temporary thermal straightening technique used 1 34 for very curly hair which does not utilize the application of 1 35 chemicals and which allows the hair's reversion to its natural 2 1 state when shampooed. The bill provides that the Iowa 2 2 department of public health shall issue a license to practice 2 3 press and curl techniques to a person submitting proof of 2 4 successful completion of a course of training in a licensed 2 5 school of cosmetology arts and sciences or licensed barber 2 6 school. The bill provides that the course of training shall 2 7 include specific instruction in the application of press and 2 8 curl techniques pursuant to rules adopted by the board of 2 9 cosmetology arts and sciences examiners. The bill provides 2 10 that a licensed press and curl technician shall be authorized 2 11 to practice the press and curl technique without being 2 12 licensed under any other provision of Code chapter 157, 2 13 relating to cosmetology, or Code chapter 158, relating to 2 14 barbering. The bill provides for the payment of a license fee 2 15 for reciprocity with other states, and for a penalty of a 2 16 serious misdemeanor pursuant to Code section 157.15. 2 17 LSB 5088YH 79 2 18 rn/pj/5.1
