  1  1    Section 1.  Section 15A.1, subsection 5, Code Supplement
  1  2 2001, is amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  d.  The area is located in a city or county
  1  4 contiguous to another state.  
  1  5                           EXPLANATION
  1  6    This bill allows a state agency to give additional
  1  7 consideration or additional points in the applications of
  1  8 rating or evaluation criteria in providing a grant, loan, or
  1  9 other financial assistance for economic development-related
  1 10 purposes to a person or business if the person or business is
  1 11 located in a city or county contiguous to another state.
