1 1 Section 1. NEW SECTION. 321.36 UNITED STATES FLAG
1 2 REGISTRATION PLATE STICKERS – FEE.
1 3 1. The department shall design, produce, and supply to
1 4 county treasurers in this state stickers depicting the United
1 5 States flag for display on motor vehicle registration plates.
1 6 Upon application by the owner of a vehicle that is registered
1 7 in this state or the owner of a vehicle who is applying for
1 8 registration of the vehicle, the county treasurer shall issue
1 9 one sticker for each set of registration plates issued for
1 10 such vehicle.
1 11 2. The fee for each United States flag registration plate
1 12 sticker shall be five dollars, one dollar of which shall be
1 13 returned to the department for administrative costs associated
1 14 with the production and distribution of the stickers and one
1 15 dollar of which shall be retained by the county treasurer
1 16 issuing the sticker for administrative costs associated with
1 17 such issuance. The remaining three dollars of the fee shall
1 18 be deposited in the road use tax fund created in section
1 19 312.1.
1 20 3. A United States flag registration plate sticker shall
1 21 be displayed only on the upper right corner of the rear
1 22 registration plate of a vehicle, except that the sticker shall
1 23 be displayed on the upper right corner of the front
1 24 registration plate of a truck-tractor.
1 25 EXPLANATION
1 26 This bill provides for the design, production, sale, and
1 27 display of motor vehicle registration plate stickers depicting
1 28 the United States flag. The state department of
1 29 transportation shall design and produce the stickers and
1 30 distribute the stickers to county treasurers in the state.
1 31 The bill requires county treasurers to issue the stickers to
1 32 owners of registered vehicles who apply for the stickers.
1 33 The bill provides that the fee for one sticker is $5, $1 of
1 34 which shall be returned to the department for production and
1 35 distribution costs and $1 of which shall be retained by the
2 1 county treasurer issuing the sticker for the administrative
2 2 costs of such issuance. The remaining $3 of the fee is to be
2 3 deposited in the road use tax fund.
2 4 The bill provides that the sticker is to be displayed on
2 5 the upper right corner of the rear registration plate of a
2 6 vehicle, except that the sticker shall be displayed on the
2 7 upper right corner of the front registration plate of a truck-
2 8 tractor.
