  1  1    Section 1.  Section 22.7, Code Supplement 2001, is amended
  1  2 by adding the following new subsection:
  1  3    NEW SUBSECTION.  5A.  A person who calls 911 or a crime-
  1  4 stoppers hotline, or a law enforcement agency to report a
  1  5 crime and requests to remain anonymous shall be entitled to
  1  6 have certain records obtained from the call kept confidential
  1  7 pursuant to section 22.7.  Any name, address, telephone
  1  8 number, or other information identifying the person, which was
  1  9 obtained as a result of the telephone call, shall not be
  1 10 released by the agency that receives the call or maintains the
  1 11 record, and shall not be subject to discovery, subpoena, or
  1 12 other means of legal compulsion.  
  1 13                           EXPLANATION
  1 14    This bill relates to maintaining anonymity after reporting
  1 15 a crime to a law enforcement agency, an E911 service, or a
  1 16 crime-stopper hotline.
  1 17    The bill provides that a person who calls 911 or a crime-
  1 18 stoppers hotline, or a law enforcement agency to report a
  1 19 crime, shall remain anonymous if the person requests to remain
  1 20 anonymous.  The bill further provides that any name, address,
  1 21 telephone number, or other identifying information, obtained
  1 22 as a result of the telephone call, shall not be released by
  1 23 the agency and shall not be subject to discovery, subpoena, or
  1 24 other means of legal compulsion, including the public records
  1 25 law in Code chapter 22.
