PAG LIN 1 1 Section 1. Section 99D.9, subsection 6, Code 2001, is 1 2 amended to read as follows: 1 3 6. A licenseemayshall not loan to any person money or 1 4 any other thing of value or permit a financial institution, 1 5 vendor, or other person to loan money on the licensed premises 1 6 on the basis of a credit card or similar instrument in person 1 7 or through an electronic or mechanical device including but 1 8 not limited to a satellite terminal as defined in section 1 9 527.2 for the purpose of permitting that person to wager on 1 10 any race. The use of a check or a debit card with overdraft 1 11 protection is not prohibited by this subsection. 1 12 Sec. 2. Section 99F.7, subsection 9, Code 2001, is amended 1 13 to read as follows: 1 14 9. A licensee shall not loan to any person money or any 1 15 other thing of value or permit a financial institution, 1 16 vendor, or other person to loan money on the licensed premises 1 17 on the basis of a credit card or similar instrument in person 1 18 or through an electronic or mechanical device including but 1 19 not limited to a satellite terminal as defined in section 1 20 527.2 for the purpose of permitting that person to wager on 1 21 any game of chance. The use of a check or a debit card with 1 22 overdraft protection is not prohibited by this subsection. 1 23 EXPLANATION 1 24 This bill prohibits the licensee of a pari-mutuel racetrack 1 25 or associated gambling facility or excursion gambling boat 1 26 from loaning or permitting the loaning of money for gambling 1 27 purposes in person or through a credit card or an electronic 1 28 or mechanical device such as a satellite terminal.
