 13 2 EXPLANATION
13 3 This bill provides for the election of the directors of
13 4 local school districts and merged areas in September in odd-
13 5 numbered years. Area education agencies are required by law
13 6 to hold their director district conventions within two weeks
13 7 of the regular school election. Area education agency board
13 8 directors are elected at those conventions. In order to
13 9 accomplish these purposes, the bill changes the terms of all
13 10 of these directors from three to four years and provides for a
 13 11 transition period.
13 12 The bill takes effect upon enactment for purposes of
13 13 holding the area education agency director district
13 14 conventions in September 2003, and the first biennial regular
 13 15 school election in September 2003.
13 16 Additional conforming amendments to the Code may be
13 17 necessary to fully implement the bill's provisions.
