  1  4 RELATING TO IOWA'S COMMUNITY EMPOWERMENT INITIATIVE AND
  1  5    PROVIDING AN EFFECTIVE DATE.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8  
  1  9    Section 1.  Section 28.4, subsection 12, Code 2001, is
  1 10 amended by adding the following new paragraph:
  1 11    NEW PARAGRAPH.  e.  It is the intent of the general
  1 12 assembly to convene a summit meeting under the auspices of the
  1 13 legislative council during the 2001 legislative interim to
  1 14 consider the issues described in this paragraph "e".  In
  1 15 addition to members of the general assembly, those invited to
  1 16 participate in the meeting may include members of the Iowa
  1 17 empowerment board and community empowerment area boards,
  1 18 representatives of the governor, persons participating in
  1 19 community empowerment initiative services, representatives of
  1 20 programs offered through the funding streams enumerated in
  1 21 paragraph "d", and other persons involved in efforts to
  1 22 achieve the desired results identified for the community
  1 23 empowerment initiative.  It is anticipated that those
  1 24 participating in the summit meeting will produce a report with
  1 25 findings and recommendations for consideration during the 2002
  1 26 legislative session.  The issues for consideration at the
  1 27 summit meeting may include but are not limited to the
  1 28 following:
  1 29    (1)  Assessing the status of the efforts to achieve full
  1 30 cooperation between the programs offered through the funding
  1 31 streams identified in paragraph "d" and community empowerment
  1 32 area boards in order to avoid duplication, enhance efforts,
  1 33 combine planning, and take other steps to best utilize public
  1 34 funding to meet the needs of the families in the areas.  In
  1 35 addition, the summit participants shall make recommendations
  2  1 as to removing barriers or other steps that may be taken so
  2  2 that the programs and community empowerment area board efforts
  2  3 may be more fully integrated.
  2  4    (2)  Implementing an approach to move toward a statewide
  2  5 equalization of the public funding provided for community
  2  6 empowerment initiative programs and other state funding
  2  7 streams directed to similar purposes.
  2  8    (3)  Identifying other age groups or result areas that may
  2  9 be incorporated within or supported by the community
  2 10 empowerment initiative.  In addition, consideration may be
  2 11 given to opportunities identified by the governor for
  2 12 expanding the role of the community empowerment initiative as
  2 13 part of the governor's efforts to reorganize and redirect
  2 14 state government.
  2 15    (4)  Considering other issues, concerns, and opportunities
  2 16 for the community empowerment initiative identified at the
  2 17 local and state levels.
  2 18    Sec. 2.  Section 28.7, subsection 1, paragraph a, Code
  2 19 2001, is amended to read as follows:
  2 20    a.  Designate a public agency of this state, as defined in
  2 21 section 28E.2, a community action agency as defined in section
  2 22 216A.91, an area education agency established under section
  2 23 273.2, or a nonprofit corporation, to be the fiscal agent for
  2 24 grant moneys and for other moneys administered by the
  2 25 community board.
  2 26    Sec. 3.  GRANT DISTRIBUTION DIRECTIVE.  If an appropriation
  2 27 of at least seventeen million nine hundred thousand dollars is
  2 28 enacted for the fiscal year beginning July 1, 2001, for
  2 29 deposit in the school ready children grants account of the
  2 30 Iowa empowerment fund created in section 28.9, the Iowa
  2 31 empowerment board shall authorize distribution of school ready
  2 32 children grants to designated community empowerment areas in
  2 33 accordance with this section.  Those designated community
  2 34 empowerment areas that first received a school ready grant in
  2 35 fiscal year 2000-2001, shall be eligible to receive the school
  3  1 ready children grant amounts provided to those areas in that
  3  2 fiscal year, as annualized for a full fiscal year.  All other
  3  3 designated community empowerment areas are eligible to receive
  3  4 a school ready children grant in the same amount as the areas
  3  5 received in fiscal year 2000-2001.  In order for the community
  3  6 empowerment areas to receive the grant for which the areas are
  3  7 eligible, the community empowerment area board must submit a
  3  8 written plan amendment extending by one year the area's
  3  9 comprehensive school ready children grant plan developed for
  3 10 providing services for children from birth through five years
  3 11 of age and provide other information specified by the Iowa
  3 12 empowerment board.  The amendment may also provide for changes
  3 13 in the programs and services provided under the plan.  The
  3 14 Iowa empowerment board shall establish a submission deadline
  3 15 for the plan amendment that allows a reasonable period of time
  3 16 for preparation of the plan amendment and for review and
  3 17 approval or request for modification of the plan amendment by
  3 18 the Iowa empowerment board.  In addition, the community
  3 19 empowerment board must continue to comply with reporting
  3 20 provisions and other requirements adopted by the Iowa
  3 21 empowerment board in implementing section 28.8.
  3 22    Sec. 4.  EFFECTIVE DATE.  This Act, being deemed of
  3 23 immediate importance, takes effect upon enactment.
