  1  1    Section 1.  Section 257.8, subsection 1, Code 2001, as
  1  2 amended by 2001 Iowa Acts, House File 191, section 1, is
  1  3 amended to read as follows:
  1  4    1.  STATE PERCENT OF GROWTH.  The state percent of growth
  1  5 for the budget year beginning July 1, 2001, is four percent.
  1  6 The state percent of growth for the budget year beginning July
  1  7 1, 2002, is four percent.  The state percent of growth for
  1  8 each subsequent budget year shall be established by statute
  1  9 which shall be enacted within thirty days of the submission in
  1 10 the year preceding the base year of the governor's budget
  1 11 under section 8.21 annually in the year preceding the base
  1 12 year.  The establishment of the state percent of growth for a
  1 13 budget year shall be the only subject matter of the bill which
  1 14 that enacts the state percent of growth for a budget year.
  1 15    Sec. 2.  APPLICABILITY DATE.  This Act is applicable for
  1 16 the school budget year beginning July 1, 2003, and succeeding
  1 17 budget years.  
  1 18                           EXPLANATION
  1 19    This bill provides that the state percent of growth shall
  1 20 be established by statute annually in the year preceding the
  1 21 base year.  Currently, Code section 257.8 provides that the
  1 22 state percent of growth shall be established by statute which
  1 23 shall be enacted within 30 days of the submission in the year
  1 24 preceding the base year of the governor's budget under Code
  1 25 section 8.21.  The bill is applicable for the school budget
  1 26 year beginning July 1, 2003, and succeeding budget years.
