  1  1    Section 1.  NEW SECTION.  256.33A  WIRELESS COMPUTER
  1  2 CLASSROOM PILOT PROJECT – APPROPRIATION.
  1  3    1.  A wireless computer classroom pilot project is
  1  4 established to be administered by the department of education.
  1  5 The objective of the pilot project shall be the development of
  1  6 one or more wireless computer classrooms which reflect the
  1  7 most recent advancements in computer and information
  1  8 technology.  The technology in the classroom shall be utilized
  1  9 by one or more schools located within a selected school
  1 10 district or school districts to the fullest extent possible
  1 11 throughout the daily school curriculum.  The department shall
  1 12 solicit bids from technology providers to develop and
  1 13 implement a plan for establishing a computer classroom, and
  1 14 shall determine technology provider selection criteria.  The
  1 15 department shall also develop an application form and
  1 16 selection criteria regarding participant school districts.  A
  1 17 school or schools within a school district selected for
  1 18 participation shall commit to integrating the content and
  1 19 delivery of its daily curriculum within the technology
  1 20 capabilities of the computer classroom and, to the extent
  1 21 possible, shall coordinate that integration with the
  1 22 technology plan submitted to the department pursuant to
  1 23 section 256D.7.
  1 24    2.  There is appropriated from the general fund of the
  1 25 state to the department of education for each fiscal year of
  1 26 the fiscal period beginning July 1, 2001, and ending June 30,
  1 27 2004, the sum of three million dollars for the wireless
  1 28 computer classroom pilot project.  The appropriated funds may
  1 29 be used by the department to contract with one or more
  1 30 technology providers for the development and implementation of
  1 31 a plan establishing the computer classroom, and to distribute
  1 32 to selected school districts to lease, lease-purchase, or
  1 33 purchase the necessary equipment to establish one or more
  1 34 wireless computer classrooms, and for staffing and training
  1 35 needs associated with the pilot project.
  2  1    3.  The department shall submit a status report by January
  2  2 15 annually for each of the three years of the pilot project
  2  3 to the chairpersons and ranking members of the standing
  2  4 committees on education in the senate and in the house of
  2  5 representatives, and the joint education appropriations
  2  6 subcommittee, and shall submit a final report by January 15,
  2  7 2005, containing a recommendation to the members of the
  2  8 general assembly regarding the merits of the pilot project and
  2  9 possible project expansion.  
  2 10                           EXPLANATION
  2 11    This bill provides for the establishment of a wireless
  2 12 computer classroom pilot project to be administered by the
  2 13 department of education.  The bill provides that the objective
  2 14 of the pilot project shall be the development of one or more
  2 15 wireless computer classrooms which reflect the most recent
  2 16 advancements in computer and information technology, to be
  2 17 utilized by one or more schools located within a selected
  2 18 school district or school districts throughout the daily
  2 19 school curriculum.  The bill provides that the department
  2 20 shall solicit bids from technology providers to develop and
  2 21 implement a plan for establishing a computer classroom, and
  2 22 shall develop an application form and selection criteria for
  2 23 participant school districts.  The bill provides that a school
  2 24 or schools within a school district selected for participation
  2 25 shall commit to integrating the content and delivery of its
  2 26 daily curriculum within the technology capabilities of the
  2 27 computer classroom and, to the extent possible, coordinate
  2 28 that integration with the technology plan submitted pursuant
  2 29 to Code section 256D.7.
  2 30    The bill provides for an appropriation from the general

  2 33 of $3 million for the pilot project.  The bill provides that

  3  7    The bill provides that the department shall submit an
  3  8 annual report by January 15 regarding the status of the pilot
  3  9 project, and also a final report by January 15, 2005,
  3 10 containing a recommendation regarding the merits of the pilot
  3 11 project and possible project expansion.
