PAG LIN 1 1 Section 1. ADVANCED PLACEMENT GRANTS. There is 1 2 appropriated from the general fund of the state to the 1 3 department of education for the fiscal year beginning July 1, 1 4 2001, and ending June 30, 2002, the following amount, or so 1 5 much thereof as is necessary, to be used for the purposes 1 6 designated: 1 7 For advanced placement planning grants to school districts 1 8 or consortiums of school districts, and to expand access to 1 9 advanced placement and other honors programs, provide stipends 1 10 for teacher training in advanced placement instruction, and 1 11 match federal funds to maximize the accessibility to advanced 1 12 placement or other honors programs: 1 13 .................................................. $ 10,000,000 1 14 For purposes of this section, "advanced placement program" 1 15 or "honors program" means a program that provides college- 1 16 level curriculum to a school district, allowing the district 1 17 to offer advanced courses or courses that result in the 1 18 earning of college credits to students enrolled in the school 1 19 district. 1 20 The department of education, in collaboration with the area 1 21 education agencies, shall assist schools in identifying ways 1 22 to expand access to advanced placement or other honors 1 23 programs. The department and the area education agencies 1 24 shall encourage the development of consortiums to share 1 25 programs or to maximize use of the Iowa communications network 1 26 to increase access to advanced placement or other honors 1 27 programs. 1 28 EXPLANATION 1 29 This bill appropriates $10 million to the department of 1 30 education for FY 2001-2002 from the general fund of the state 1 31 to provide for advanced placement planning grants to school 1 32 districts or consortiums of school districts, and to expand 1 33 access to advanced placement and other honors programs, 1 34 provide stipends for teacher training in advanced placement 1 35 instruction, and match federal funds to maximize the 2 1 accessibility to advanced placement or other honors programs. 2 2 The bill also directs the department to collaborate with 2 3 the area education agencies in assisting schools to identify 2 4 ways to expand access to the programs and, along with the 2 5 AEAs, to encourage the development of consortiums to share 2 6 programs or to maximize the use of the Iowa communications 2 7 network to increase access to the programs. 2 8 LSB 2479HH 79 2 9 kh/pj/5
