JURY AND WITNESS FEES REVOLVING FUND. Of the 36 18 balance credited to the revolving fund created in section 36 19 602.1302 for the payment of jury and witness fees and mileage 36 20 by the judicial branch as of the effective date of this 36 21 section, the following amount is transferred to the general 36 22 fund of the state on the effective date of this section: 36 23 .................................................. $ 598,869 36 24 Sec. 83. ENHANCED COURT COLLECTIONS FUND. Notwithstanding 36 25 section 602.1304, subsection 2, for the fiscal year beginning 36 26 July 1, 2001, the director of revenue and finance shall not 36 27 deposit revenues into the enhanced court collections fund. On 36 28 the effective date of this section, any revenues deposited 36 29 during the fiscal year into the enhanced court collections 36 30 fund before the effective date of this section shall be 36 31 transferred and credited to the general fund of the state. 36 32 Sec. 84. STANDING APPROPRIATION FOR STATE INSTITUTION 36 33 INMATE CASES. The appropriation made from the general fund of 36 34 the state in section 815.1, for the fiscal year beginning July 36 35 1, 2000, and ending June 30, 2001, is reduced by the following 37 1 amount: 37 2 .................................................. $ 66,370 37 3 Sec. 85. Section 602.9104, subsection 4, paragraph b, Code 37 4 2001, is amended to read as follows: 37 5 b. Effective with the fiscal year commencing July 1, 1994, 37 6 and for each subsequent fiscal year until the system attains 37 7 fully funded status, based upon the benefits provided for 37 8 judges through the judicial retirement system as of July 1, 37 9 2001, the state shall contribute annually to the judicial 37 10 retirement fund an amount equal to at leasttwenty-three and37 11seven-tenthssixteen and six-tenths percent of the basic 37 12 salary of all judges covered under this article. Commencing 37 13 with the first fiscal year in which the system attains fully 37 14 funded status, based upon the benefits provided for judges 37 15 through the judicial retirement system as of July 1, 2001, and 37 16 for each subsequent fiscal year, the state shall contribute to 37 17 the judicial retirement fund the required contribution rate. 37 18 The state's contribution shall be appropriated directly to the 37 19 judicial retirement fund. 37 20 DIVISION VIII 37 21 OVERSIGHT AND COMMUNICATIONS 37 22 POOLED TECHNOLOGY ACCOUNT 37 23 Sec. 86. The moneys in the pooled technology account that 37 24 are actually available for allocation pursuant to 2000 Iowa 37 25 Acts, chapter 1226, section 5, subsection 2, paragraph "e", 37 26 shall be reduced by the following amount: 37 27 .................................................. $ 700,000 37 28 The reduction shall apply to the allocation made for the 37 29 budget system redesign by the department of management in 2000 37 30 Iowa Acts, chapter 1226, section 5, subsection 2, paragraph 37 31 "e", subparagraph (23). On the effective date of this 37 32 section, the reduction amount shall be transferred and 37 33 credited to the general fund of the state. 37 34 Sec. 87. NEW STATION OR TRANSMITTER LOCATION. The public 37 35 broadcasting division of the department of education shall not 38 1 purchase an existing television station or otherwise establish 38 2 a new transmitter location without an express authorization 38 3 enacted by the general assembly. 38 4 DIVISION IX 38 5 TRANSPORTATION 38 6 Sec. 88. 2000 Iowa Acts, chapter 1216, section 1, 38 7 subsections 1 and 2, are amended to read as follows: 38 8 1. STANDING APPROPRIATION FOR PERFORMANCE OF DUTY. 38 28 The appropriation made from the general fund of the state in 38 29 section 18.12, for the fiscal year beginning July 1, 2000, and 38 30 ending June 30, 2001, for performance of duty by the executive 38 31 council, is reduced by the following amount: 38 32 .................................................. $ 500,000 38 33 Sec. 91. STANDING APPROPRIATIONS FOR STATE APPEAL BOARD 38 34 AND TORT CLAIMS. The appropriations made from the general 38 35 fund of the state in sections 25.2 and 669.11, for the fiscal 39 1 year beginning July 1, 2000, and ending June 30, 2001, for 39 2 state appeal board claims and for state tort claim judgments, 39 3 are reduced by the following amount: 39 4 .................................................. $ 500,000 39 5 DIVISION XI 39 6 EFFECTIVE DATE 39 7 Sec. 92. EFFECTIVE DATE.
