1 1 Section 1. PRESCRIPTION DRUG PROGRAM APPROPRIATION.
1 2 There is appropriated from the general fund of the state to
1 3 the Iowa department of public health for the fiscal year
1 4 beginning July 1, 2001, and ending June 30, 2002, the
1 5 following amount, or so much thereof as is necessary, to be
1 6 used for the purpose designated:
1 7 To provide direct services to participants in the program
1 8 developed by the department as a result of the directive to
1 9 the department under the federal Consolidated Appropriations
1 10 Act, 2001, H.R. 4577 to establish and operate a mercantile
1 11 prescription drug purchasing cooperative or nonprofit
1 12 corporation demonstration:
1 13 .................................................. $ 5,000,000
1 14 For the purposes of this section, "direct services"
1 15 includes but is not limited to all of the following:
1 16 1. Subsidization of the costs of pharmaceuticals purchased
1 17 by members of the cooperative.
1 18 2. Subsidization of the membership fees of low-income
1 19 members as determined by the department.
1 20 3. Provision of pharmaceutical assistance consumer
1 21 education programs for seniors.
1 22 4. Any other direct service provided to members under the
1 23 cooperative.
1 24 EXPLANATION
1 25 This bill appropriates $5 million to the Iowa department of
1 26 public health for the 2001-2002 fiscal year to be used to
1 27 provide direct services to participants in the prescription
1 28 drug program which is to be developed by the Iowa department
1 29 of public health under a directive of the federal Consolidated
1 30 Appropriations Act, 2001. The bill defines "direct services"
1 31 for the purpose of the bill.
