1 4 RELATING TO CONTRACTS AND COMPENSATION THAT BENEFIT A
1 5 MEMBER OF THE BOARD OF DIRECTORS OF A SCHOOL DISTRICT.

1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 9 Section 1. Section 277.27, Code 2001, is amended to read
1 10 as follows:
1 11 277.27 QUALIFICATION.
1 12 A member of the board shall, at the time of election or
1 13 appointment, be an eligible elector of the corporation or
1 14 subdistrict. Notwithstanding any contrary provision of the
1 15 Code, a member of the board of directors of a school district
1 16 shall not receive compensation directly from the school board
1 17 unless the compensation is for part-time or temporary
1 18 employment and does not exceed the limitation set forth in
1 19 section 279.7A.
1 20 Sec. 2. Section 279.7A, Code 2001, is amended to read as
1 21 follows:
1 22 279.7A INTEREST IN PUBLIC CONTRACTS PROHIBITED –
1 23 EXCEPTION.
1 24 A member of the board of directors of a school corporation
1 25 shall not have an interest, direct or indirect, in a contract
1 26 for the purchase of goods, including materials and profits,
1 27 and the performance of services for the director's school
1 28 corporation. A contract entered into in violation of this
1 29 section is void. This section does not apply to contracts for
1 30 the purchase of goods or services which benefit a director, or
1 31 to compensation for part-time or temporary employment which
1 32 benefits a director, if the benefit to the director does not
1 33 exceed two thousand five hundred dollars in a fiscal year, and
1 34 contracts made by a school board, upon competitive bid in
1 35 writing, publicly invited and opened.
