1 1 Section 1. Section 307.21, Code 2001, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 5A. When purchasing deicers, purchase
1 4 noncorrosive deicers for use by the department, pursuant to
1 5 the schedule in this subsection. Beginning July 1, 2001, a
1 6 minimum of twenty-five percent of the purchases of deicers
1 7 made annually shall be purchases of noncorrosive deicers.
1 8 This percentage shall increase by twenty-five percent annually
1 9 until one hundred percent of the department's annual purchases
1 10 of deicers are purchases of noncorrosive deicers. A
1 11 department motor vehicle dispensing noncorrosive deicers shall
1 12 be affixed with a brightly visible sticker which notifies the
1 13 traveling public that the motor vehicle is dispensing
1 14 noncorrosive deicers. For purposes of this section,
1 15 "noncorrosive deicers" includes corn-based deicers.
1 16 EXPLANATION
1 17 This bill directs the state department of transportation's
1 18 administrator of administrative services to purchase
1 19 noncorrosive deicers for use by the department. Beginning
1 20 July 1, 2001, at least 25 percent of the department's annual
1 21 deicer purchases are to be noncorrosive deicers, and this
1 22 percentage is to increase by 25 percent annually until 100
1 23 percent of such purchases are noncorrosive deicers.
1 24 The bill requires department motor vehicles dispensing
1 25 noncorrosive deicers to be affixed with a sticker notifying
1 26 the traveling public that the vehicle uses noncorrosive
1 27 deicers. The bill defines "noncorrosive deicers", for
1 28 purposes of the bill, as including corn-based deicers.
